Contract Specialist IV Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports. Negotiates contract renewals and amendments. Assists in developing plans for implementing new contract evaluation requirements. Assists in monitoring contractors' insurance certificates. Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution. Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures. Composes and transmits conditional award notices. Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions. Ensures contracts are payable and meet all legal requirements. Executes agreements and contracts. Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence. Makes presentations at local, state and federal levels. May serve as a lead worker and the related tasks. Meets with project managers to identify objectives, needs and issues concerning project contracts. Prepares bid proposals including researching previous contracts, writing specifications, advertising notice to bid; contacting bid list contractors; scheduling and conducting pre‑construction/pre‑bidding conferences and public bid openings. Prepares cost analysis studies for contracts. Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions. Performs other job responsibilities as assigned. Contract Specialist V All of the above, and: Develops plans for implementing new contract evaluation requirements. Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occur. Monitors contractors' insurance certificates. Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions. Confers with legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures. Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions. May serve as a lead worker by serving as a resource for complex questions: presenting workflow and operational updates to the supervisor/manager; providing input on team members career conversations; and approving leave requests to ensure operations coverage. Coordinates start‑work date ensuring all necessary materials will be available for the contractor. Coordinates, reviews, processes and monitors third party advanced funding agreements and supplemental agreements. 4 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis. 5 years in contract administration, administrative support, bookkeeping or accounting.
