Treasury Analyst

Job Description and Duties

State Fund’s Treasury Department is seeking a Treasury Analyst in Pleasanton to support liquidity optimization, strengthen cash-flow strategy, and contribute to the implementation of our new Treasury Management System. Your work will directly support financial stability and operational agility across the organization.

Role Overview

Reporting to the Treasury Manager, the Treasury Analyst will support core treasury operations, ensure accurate cash-flow reporting, assess liquidity, and maintain essential financial controls. You will also support short-term investment activities and provide key reporting on the Pooled Money Investment Account (PMIA). Additionally, you will contribute to system development and testing while delivering strategic insights to senior leadership and the Treasury & Investment Committee.

Key Responsibilities

• Support Treasury Management System development, testing, and data validation
• Maintain the Annual Corporate Cash Flow Baseline and monthly cash-flow analysis
• Conduct daily and weekly liquidity assessments and evaluate risks
• Pull and prepare short-term investment reports, including PMIA and Clearwater
• Produce treasury reports on cash flow, yields, and interest income
• Deliver cost-effectiveness reviews of banking services and prepare cash projections
• Manage daily cash positioning and administer banking authorities
• Maintain authorization databases; reconcile cash activity with the General Ledger
• Assist in evaluating treasury products and supporting audits
• Apply sound judgment to resolve treasury issues and recommend improvements

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Detail-oriented, articulate, and skilled in applying accounting principles, including California’s Uniform Accounting System
• Advanced proficiency in Microsoft Office
• Experience in treasury operations, cash management, project work, or system implementation
• Strong analytical and problem-solving skills
• Effective communication verbally and in writing with banking partners, vendors, internal and external stakeholders (i.e., State Controller’s Office, State Treasurer’s Office).
• Ability to handle high pressure situations while being firm but tactful.
