The successful candidate will support DOE/NNSA’s Office of Defense Nuclear Nonproliferation (DNN) in Washington, D.C. This position may require the employee to have the flexibility to work overtime, shift, and/or weekends to accomplish goals. The selected candidate will be required to pass various on‑site training modules to pursue work assignments. This position will be filled at the SES.3 or SES.4 level based on qualifications, knowledge, and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned commensurate with the hiring level. Responsibilities Collaborate in the development of strategies and approaches in support of DNN’s civil nuclear cooperation and nonproliferation engagement. Interact with intra‑agency and inter‑agency stakeholders on a range of nonproliferation and civil nuclear issues. Provide solutions to complex strategic initiatives and conduct policy analysis to anticipate emerging challenges, utilizing all‑source information and coordinate inputs from various sets of stakeholders. Set specific technical strategy and direction on DNN’s efforts to plan and implement senior level engagements, events, and activities including with foreign governments and multilateral organizations. Exert significant influence on technical objectives related to pressing international security issues with complex technical and policy components in the areas of nonproliferation and International Atomic Energy Agency (IAEA) safeguards. Perform other duties as assigned. Additional Responsibilities at SES.4 Level Build, maintain, and enhance relationships with sponsors, customers, and stakeholders to ensure exquisite execution of projects and satisfaction of commitments. Lead the development of strategies and approaches in support of DNN’s civil nuclear cooperation and nonproliferation engagement. Set specific technical strategy and direction on DNN’s efforts to plan and implement senior level engagements, events, and activities including with foreign governments and multilateral organizations. Qualifications Must have an active Department of Energy (DOE) Q‑level clearance or active Top‑Secret clearance issued by another U.S. government agency at the time of hire and the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Bachelor’s degree in international relations, science and technology policy, or a related field, or an equivalent combination of education, training, and related experience in U.S. government in the nonproliferation field. Advanced experience with DOE/NNSA, including requirements, goals, objectives, and project development. Advanced knowledge of the nonproliferation regime, multilateral organizations, and geopolitical dynamics. Demonstrated ability to collaborate with interdisciplinary teams, such as LLNL, across DOE Laboratories, and with DOE/NNSA headquarters. Additional Qualifications for SES.4 Level Expert level experience working at or with NNSA, the Department of State, or other U.S. Government agencies involved in formulation and implementation of international nonproliferation policies and initiatives. Subject matter expert knowledge of nonproliferation treaties, export controls, and WMD‑related sanctions. Expert level experience engaging foreign partners in support of enhancing international and multilateral nonproliferation priorities. Pay Range $175,530 - $222,564 Annually for the SES.3 level $210,630 - $267,060 Annually for the SES.4 level This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs. Position Information This is a Flexible Term appointment, which is for a definite period not to exceed six years. If the final candidate is a Career Indefinite employee, Career Indefinite status may be maintained (should funding allow).
