Project Manager - Heavy Civil & Marine Construction

Description Cooper Tacia General Contracting is seeking an experienced Project Manager – Heavy Civil & Marine Construction to support and grow our Civil & Marine Division. The role is responsible for managing civil and infrastructure projects from preconstruction through closeout, ensuring they are delivered safely, on time, within budget, and in compliance with all applicable requirements. The main office is in Raleigh, NC, with projects throughout the southeast and mid‑Atlantic regions. Responsibilities Take charge of all phases of civil engineering projects from preconstruction through substantial completion, including site development, grading, utilities, stormwater management, roadway improvements, and related infrastructure work. Manage project budgets meticulously, tracking all expenditures and making necessary adjustments to avoid overruns while driving cost‑effective construction practices. Review project proposals, plans, and estimates to determine and coordinate time frames, funding limitations, procedures, staffing requirements, and resource allocation. Lead subcontractor procurement and administration, including scope development, contract negotiation, enforcement of contract terms, submittal review, and payment processing. Ensure timely completion of work using a CPM and WPS baseline schedule with monthly schedule updates approved by the client. Communicate contract changes, entitlement arguments, and time/cost impact analysis; conduct negotiations in good faith based on fairness and ethics. Track financial progress accurately, completing labor, cost, and forecast reports weekly or monthly. Serve as the primary liaison between owners (federal agencies to private clients), engineers, inspectors, and subcontractors to facilitate effective project‑level communication. Maintain compliance with safety standards, local and state regulations, permits, and quality control procedures. Identify potential project risks related to site conditions, utilities, permitting, weather, and logistics before they impact the project and lead mitigation strategies. Coordinate closely with Superintendents to align field operations with project management objectives. Lead APMs and project engineers to develop project‑specific QC and reporting workflows. Work as a member of the estimating team during the project procurement phase. Requirements Bachelor’s Degree in Civil Engineering, Construction Management, Engineering, or a related field. Minimum of 6 years of experience in project management or civil construction, with demonstrated experience managing civil or infrastructure projects. Strong knowledge of civil construction methods, sequencing, and means and methods. Proficiency in construction management software such as Procore, Microsoft Project, and Bluebeam; familiarity with AutoCAD and civil/site drawings preferred. Proficiency in professional software such as MS Office, especially Word and Excel. Proven ability to manage multiple stakeholders, lead project teams, and deliver complex projects successfully. Strong financial acumen, including budgeting, forecasting, and cost control. Excellent professional and technical written and verbal communication skills. Strong problem‑solving skills with the ability to make sound decisions in a fast‑paced environment.
