Ideal Candidate Statement Ohlone Community College is looking for its next Director of Campus Development and Maintenance to serve the college community. An innovative thinker who works well in a collaborative and diverse environment, the candidate will be able to communicate key issues clearly in order to facilitate excellent customer service to client departments. The successful candidate is highly experienced with facilities and maintenance of a community college, an excellent communicator and leader who values and provides a high level of customer service to the college. This person demonstrates their understanding and ability to function in a “service” environment. Position Description Under the direction of the Vice President, Administrative Services, the Director of Campus Development and Maintenance is responsible for all functions of campus facilities, including the areas of skilled trades, grounds, custodial, and transportation. The position is also responsible for the district’s hazardous substance control and environmental maintenance as well as administration of the facilities services budget, support for long-term facility planning, and oversight of major capital building and repair projects. Duties and Responsibilities Campus Development and Maintenance Administration: Direct the custodial, grounds, and skilled trades’ services to effectively and efficiently implement the goals and objectives of executive leadership. Implement strategic plans and make determinations related to the procedures that govern the areas under supervision. Develop policies and procedures to ensure safe, efficient, and cost-effective operations. Manage vehicle fleet and replacement policy for the district. Manage DMV registration and title needs. Oversee the district’s bus driver regulations and CHP terminal inspections. Develop deferred maintenance programs for district mechanical and electrical systems. Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices. Budget, Purchasing, and Bid Management: Prepare, analyze, and manage the annual department budget for staffing, equipment, and supply needs. Authorize and track expenditures to forecast future needs and provide supportive documentation for proposed expenses. Prepare cost estimates and specifications for construction, repair, maintenance and/or renovation of college buildings and grounds. Evaluate materials, products and services. Recommend and implement facilities related acquisition. Develop bids for facilities related services. Conduct bid walk-throughs, evaluation, recommendations, and pre-construction meetings. Engage in the district’s program review process to assess workload and staffing, administrative support systems, internal reporting relationships, facilities, and technology. Identify and implement approved program improvement objectives to further enhance the efficiency and effectiveness of service delivery methods and procedures. Compliance and Report Management: Ensure compliance with federal, state, and local laws and regulations pertaining to construction and facilities. Direct the preparation and timely submission of various federal, state, and district reports including but not limited to reports on hazardous substances control and handling, water quality, space inventory, annual emissions, capital outlay plans, physical plant and instructional support plans, and other Facilities Utilization, Space Inventory Options Net (FUSION) required reports. Conduct facility audits related to energy management and environmental safety. Staff Management: Apportion and assign work amongst subordinate administrators, classified staff, and unclassified staff to ensure that the needs of all areas under responsibility are being met. Approve paid time off for all employees under supervision. Participate in the recruitment process to hire full-time and part-time staff. Analyze employee performance to develop performance evaluations and address performance issues for classified staff and administrators under responsibility. Engage in employee discipline as needed. Performs other duties as assigned. Knowledge Of Principles and practices of building maintenance, grounds keeping, the skilled trades and warehousing. Methods, materials, tools and equipment used in building maintenance and grounds keeping. Applicable laws, codes, regulations and standards governing building construction, maintenance, and grounds keeping. Safety and safe working practices for building maintenance, and grounds keeping work. Mandated reporting requirement for facilities, OSHA and related regulations. Collective bargaining agreements. Data gathering software. Enterprise Resource Planning (ERP) Software. General office software and equipment. Skill To Apply knowledge of the principles and practices of building maintenance, grounds keeping, the skilled trades and warehousing to determine methods for operation, develop cost estimates, and construction specifications. Apply knowledge of the methods, materials, tools and equipment used in building maintenance and grounds keeping. Ensure that proper safety protocols are in place, inform determinations of facility related services that are up for bid. Apply knowledge of mandated reporting requirement such as, but not limited to, the five-year construction plan, scheduled maintenance plan, initial and final project proposals, and space inventory and funding submittals. Use collective bargaining agreements to ensure compliance with negotiated language for all employees under supervision. Use general ERP software and other information systems to monitor departmental budgets, gather reports, and approve use of departmental funds. Use general office software and equipment to develop reports, aggregate data, and communicate with district staff and students. Ability To Maintain compliance with applicable laws, codes, regulations and standards governing building construction. Effectively adhere to collective bargaining contracts in the supervision of classified staff. Effectively analyze departmental operations to improve services. Effectively meet reporting deadlines. Ensure compliance with all state and federal regulations related to construction and safety. Communicate effectively, orally and in writing. Develop and maintain effective working relationships with district staff, students, and departmental visitors. Minimum Qualifications Any combination of a bachelor’s degree and/or eight (8) years’ experience working in construction, maintenance operations, or a related field; AND Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices. Desirable Qualifications Bilingual and Biliterate. Related specialized training(s). Other Requirements Valid California Class C driver’s license. Salary Placement Management Salary Schedule Range 229. Initial salary placement will be determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources. Management employees typically advance one step on the salary schedule each year and have the potential to reach the current maximum step of $193,433.00 annually. Foreign Transcripts Transcripts issued outside the United States require a course-by-course analysis with an equivalency statement from a certified transcript evaluation service verifying the degree equivalency to that of an accredited institution within the USA. This report must be attached with the application and submitted by the filing deadline.
