General Summary Owns the operational execution of payroll, benefits, compensation administration, HRIS, and HR reporting. Acts as the Bank’s subject-matter expert for total rewards and HR systems. Essential Functions Administer all payroll operations, ensuring accuracy, timeliness, and compliance with wage and hour laws. Administer employee benefit programs (medical, dental, life, disability, FSA, EAP, leave, workers’ compensation, retirement plans). Ensure compliance with COBRA, HIPAA, FMLA, disability, and workers’ compensation requirements. Lead annual benefit renewals, plan evaluations, cost analysis, and vendor negotiations; make recommendations to management. Maintain and optimize the Human Resources Information System (HRIS); produce management, regulatory, and ad‑hoc reports. Assists as needed with recruitment efforts and onboarding new employees. Conducts new employee benefit orientations. Monitor and reconcile HR-related general ledger accounts. Maintain benefit, compensation, pension, and affirmative action documentation. Participate in TSB Excellence Committee focusing on TSB corporate culture. Act as primary backup and escalation point for HR Administrator role where cross‑coverage is required. Duties Supporting Essential Functions Maintains a working knowledge of all applicable software and computer systems. Maintains open level of communication with employees. Maintains total confidentiality while conducting assigned tasks. Performs other HR or administrative duties as assigned.

SCOPE OF POSITION

General Scope: The nature of the work that is performed involves both new and varied work situations as well as some routine work situations. The incumbent determines their own practices and procedures within regulations and contributes to the development of new concepts, policies and objectives. The incumbent operates with minimum supervision. Contacts: Contacts are normally made with others both inside and outside the Bank. Discussion with contacts frequently contains confidential/sensitive information necessitating discretion a majority of the time. Minimum Qualifications Job Specific Knowledge, Skills & Abilities: Demonstrated tact and absolute discretion in preparing, disclosing, and handling information of a confidential and sensitive nature; ability to maintain strict confidentiality at all times. Ability to proofread own work and the work of others with a high degree of accuracy. Ability to communicate effectively, patiently and courteously with all internal and external contacts. A working knowledge of standard office equipment. Proficient use of Microsoft Office Suite. Working knowledge of payroll processing. Attention to detail and accuracy. The ability to read and write English effectively with outstanding grammar. A working knowledge of Bank products and services, along with the operational policies and procedures that impact these products. Ability to understand and interpret laws, procedures, policies and guidelines. Ability to work independently. Knowledge of all pertinent federal and state regulations, filing and compliance requirements affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, SECTION 125, Workers Compensation and DOL requirements. Strong understanding of benefit procedures, including eligibility/enrollment rules Knowledge of benefit contract language. Working knowledge of job evaluation process and compensation compliance regulations. Knowledge of all federal and state employment laws and regulations related to wage and hour, payroll and taxes. Strong analytical and problem‑solving skills. Ability to establish work priorities and remain flexible. Ability to analyze data and information to develop reports. Ability to prepare and analyze comprehensive reports. Education and/or Experience: High school diploma or equivalent required Associates degree in Human Resources or related field normally required; Bachelors preferred PHR or SHRM-CP and/or CEBS professional designations preferred Minimum (3) three years employee benefit administration experience required Minimum (2) two years experience in the analysis of compensation programs Working Conditions: Subject to frequent interruptions Extensive time spent viewing a computer screen Subject to prolonged periods of time in a seated position Veterans/Disability #J-18808-Ljbffr Tioga State Bank
