MOU Agreement Planner

The New York City Department of Transportation (DOT) works to improve the safety accessibility and reliability of the Citys transportation network and maintain the infrastructure that supports New Yorkers every day.

The Division of Budget Capital Program Management seeks a detail-oriented planner to coordinate the development review execution and implementation of memoranda of understanding (MOUs) and related agreements supporting DOTs capital program and interagency initiatives. More specifically the agreements the planner will be working to develop and execute will primarily be between DOT and the Metropolitan Transportation Authority (MTA) in which proposed MTA facilities impact the public right-of-way. These projects and initiatives could include but are not limited to the MTA Fast Forward Plan for station accessibility through ADA upgrades (e.g. installation of elevators); the development of the Interborough Express (IBX) light rail line and associated stations throughout Brooklyn and Queens; and various efforts to address flooding of the subway system.

Under the direction of division leadership the selected candidate will work closely with DOTs planning engineering operations budget and legal teams as well as partner agencies to establish clear responsibilities for project delivery funding asset ownership operations and maintenance. The candidate will help move agreements from initial discussion through execution identify and resolve outstanding issues and track commitments necessary to advance projects. This position will initially be part of BCPM helping craft the agreements and framework but later transition to the Franchises team to work directly on MTA projects.

Responsibilities will include:

the preparation and review of MOUs and related agreements with DOT divisions Legal Affairs and partner agencies.
and synthesize project information to help define agency responsibilities funding commitments implementation schedules and ongoing maintenance obligations.
draft agreement language supporting materials correspondence and briefing documents in coordination with technical staff and legal counsel.
interagency meetings document decisions and outstanding issues and follow up with responsible parties to advance agreements.
project scopes plans cost estimates and other supporting documents to identify issues requiring clarification or agreement.
a centralized inventory of proposed and executed agreements including their status key commitments responsible parties deadlines and renewal or amendment needs.
delays and unresolved policy funding or operational issues; develop recommendations and elevate matters requiring leadership decisions.
implementation of executed agreements and coordinate amendments as project scopes or agency responsibilities change.
standard templates review procedures and tracking tools to improve consistency and reduce turnaround times.
related planning research analysis and coordination duties as assigned.

Qualifications :

1. A masters degree in transportation engineering mathematics urban planning architecture landscape architecture urban studies or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in 2 above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in 2 above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in 2 above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II the candidate must have an additional year of experience as described in the Qualification Requirements listed under 2 above.

To be assigned to Assignment Level III the candidate must have an additional two years of experience as described in the Qualification Requirements listed under 2 above.
