Vice President of Equity and Student Services

Vice President of Equity and Student Services Mt. Hood Community College – OR About the Position In this role, you will serve as the top equity and student affairs officer, providing leadership for the mission, vision, and strategic goals of the College. With a strong commitment to access, equity, and inclusion, you will plan, implement, and evaluate student programs and proactive diversity, equity, and inclusion initiatives in support of the College's strategic plan and the state's goals on cultural competence. You will champion student success and work collaboratively with internal and external stakeholders to develop and assess innovative, inclusive programs that address the needs of the District's diverse populations, with a focus on closing the achievement gap. You will advance cultural competence through engaging faculty, staff, and students to foster a welcoming and inclusive campus culture. This position serves as a member of the executive team. Essential Duties Provides strategic, innovative leadership in the planning, implementation, assessment, and improvement of diverse, equitable, and inclusive student services programs and services. Aligns divisional goals and strategic initiatives with College mission, vision, and goals, and facilitates the preparation and implementation of supporting short- and long-term plans. Provides ultimate oversight for student programs and services such as student records, career planning, student life and government, financial aid, high school programs, student basic needs, and integrated equity programs. Ensures program compliance with applicable federal, state, and local regulations and licensing requirements, College regulations, Board policies, and collective bargaining agreements as appropriate. Investigates and resolves requests and concerns. Develops strategies, policies, and programs in collaboration with college-wide partners to advance diversity, equity, and inclusion and foster a more inclusive and equity-focused culture within the College. Chairs the Diversity, Equity, and Inclusion Cabinet, and oversees the implementation of new and updated strategic frameworks college-wide. Engages with internal and external stakeholders to offer integrated programming, and works closely with Instruction to create a supportive, cohesive, and integrated environment that advances cultural understanding and competency. Leads, manages, and participates in the continued evaluation and improvement of college-wide programs and services through evaluations and assessment and a focus on industry best practices. Strategizes to meet emerging or changing needs of a diverse student population, workforce, and community, and advocates for services for underrepresented populations, prioritizing policies and practices that improve access and retention. Engages with the community and cultivates relationships with community members, leaders, school districts, businesses, and non‑profits. Builds support and resource networks, and acts as a liaison for college initiatives. Serves as College representative on and actively participates in various statewide, college, and local committees, and attends events as appropriate. Manages and supervises faculty and staff. Recruits, selects, and retains equity‑minded teams. Promotes student‑centered professional development and continuous learning. Evaluates staff performance, supports and encourages employee development and growth, and provides guidance and correction on work and strategy. Builds collaborative relationships with faculty and staff bargaining units. Ensures appropriate administration of and compliance with collective bargaining agreements. Assists in the preparation of proposals for negotiations, and serves on bargaining teams as needed. Oversees Title IX, the student code of conduct, and any discipline resulting from code violations. Serves as the student conduct administrator and acts as the consultant for conduct matters. Chairs the appeals committee and provides training for committee members. Partners with the executive team to provide leadership for the College accreditation process. Collaborates with the accreditation liaison officer, deans/directors, and staff to develop systems and processes to meet accreditation standards, and ensures divisional commitment and implementation. Develops and manages a comprehensive student services division budget that aligns resource allocations and spending decisions with institution‑wide fiscal priorities to ensure responsible fiscal stewardship. Provides direction in planning processes across the division, and facilitates the forecasting of budgetary needs to support the implementation of equity centered strategic plans. Collaborates with other senior leaders on strategic issues and communicates equity and student services initiatives and concerns with all levels of the College community. Works effectively with the college constituents including faculty, students, administrators, staff, the Board of Education, industry representatives, donors, etc. in support of College goals and initiatives. Minimum Qualifications Master's degree in educational leadership, business management, organizational development, public administration, or related field. Five (5) years of post‑secondary management experience in student services and/or institutional equity leadership, including at least three (3) at the director level or higher. Experience leading equity‑based programming in higher education, including experience developing and leading an institution‑wide equity initiative. Equivalent combinations of education and experience may be considered on a year‑for‑year basis. Preferred Qualifications Doctorate degree from an accredited program. Leadership experience in a unionized environment. Experience coordinating a Title IX program. Experience partnering with and building community networks.
