Healthcare Compliance Officer Supervisor - Bureau of Medical Facilities Licensing Job Location: 150 N. 18th Ave Phoenix, AZ 85007 Posting Details: Salary: $77,000 Grade: 23 Job Summary: Make a lastingimpact on publichealth by leadinga team responsiblefor licensing andregulating health carefacilities across thestate. This managementposition oversees regulatoryoperations, including licensing, inspections, investigations, compliance monitoring,and quality assurance, while ensuring consistentapplication of stateand federal requirements. The incumbent providesleadership to professionalstaff, drives continuousprocess improvement, developsregulatory solutions, andfosters collaborative relationshipswith providers, consumers, and partner agenciesto promote safe, compliant, and high-quality health careservices. Job Duties: Manage and supervisestaff by assigningwork, setting priorities, hiring, coaching, evaluatingperformance, approvingleave, and addressingemployee relations anddisciplinary matters. Oversee licensing activitiesfor regulated healthcare facilities andproviders by reviewingapplications, issuing licenses, and ensuring ongoingcompliance with applicablestate and federallaws, regulations, andstandards. Conduct or overseeinitial, annual, recertification, complaint, and complianceinspections to evaluateadherence to licensingand certification requirements. Conduct or overseeinvestigations of licensedfacilities in responseto complaints andunlicensed entities suspectedof providing regulatedservices. Review and approveinspection reports, investigativefindings, statements ofdeficiencies, licensingactions, legal correspondence, and other regulatorydocumentation. Serve as atechnical resource byinterpreting regulations, responding to inquiriesfrom providers andstakeholders, providingtechnical assistance, developingstandards, and participatingin rulemaking activities. Lead or participatein staff, advisorycommittee, and stakeholdermeetings to supportprogram initiatives andregulatory objectives. Develop and overseetraining programs fornew employees, createtraining materials, anddeliver presentations tointernal and externalstakeholders. Monitor quality assuranceactivities by reviewingdocumentation, correctiveactions, quality data, and performance metrics. Develop reports, dashboards, templates, and othertools to supportprogram operations andcontinuous improvement. Perform other dutiesas assigned. Knowledge, Skills & Abilities (KSAs): Knowledge of: Federal regulations Arizona Administrative Code and Arizona Revised Statutes related to licensed facilities and providers Good understanding of facility management and operational concepts Specialized procedures Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies Skill in: Review and reading/interpretation of professional literature and regulations Requires high level of oral and written communication, analytical review, interpersonal - relationships, active listening, organizational, evaluation, repetition, education/training Ability to: Change priorities as issues arise, problem solving (root cause) Work independently Perform reviews Analyze analytical data, reporting, and evaluation of analyst qualifications providing compliance data Support a diverse multi-cultural workforce that reflects the community, promotes equal opportunity at all levels of public employment, and creates an inclusive work environment that enables all individuals to perform to their fullest potential free from discrimination Selective Preference(s): Minimum Qualifications: Bachelor's degree andthree (3) yearsof experience asa health caresurveyor, compliance officer, or in arelated regulatory field;orthree (3) yearsof supervisory, management, project management, orother comparable leadershipexperience. Preferred Qualifications: Current Arizona professionallicensure, or eligibilityfor Arizona licensurethrough reciprocity,ina health careprofession such asRegistered Nurse (RN), Social Worker, Dietitian, Licensed ProfessionalCounselor (LPC), ora related discipline. Pre-Employment Requirements: Must have driver’s license and ability to travel statewide. Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S. 41-1758.07 or must apply for a level one fingerprint clearance card within 7 working days after beginning employment. Must obtain within 2 years of hire: CLEAR-Basic-National Certified Investigator and Inspector Training Certificate and CLEAR-Specialized-National Certified Investigator and Inspector Training Certificate.
