Program Director

Overview The earliest years of a child’s life create the foundation for lifelong health, learning, and emotional well-being. At Brookdale Hospital, the HealthySteps Program Director has the opportunity to shape that foundation by leading an innovative, evidence-based program that integrates child development and infant mental health expertise directly into pediatric primary care. The Program Director provides the strategic, clinical, administrative, and operational leadership necessary to ensure that infants, young children, and their families receive coordinated, family-centered, and developmentally appropriate support in pediatric primary care. The Program Director leads a multidisciplinary team and oversees program quality and fidelity, staff development, grant administration, fiscal performance, clinical operations, data and outcomes reporting, and community partnerships. HealthySteps, a nationally recognized program of ZERO TO THREE, strengthens the traditional pediatric care model by addressing the developmental, behavioral, social-emotional, and family needs that influence a child’s ability to thrive. HealthySteps at Brookdale Hospital is supported by public and private funding and participates in a multisite, statewide initiative funded by the New York State Office of Mental Health to expand and integrate mental health services within pediatric primary care. Through collaborative leadership and a commitment to health equity, the Program Director advances Brookdale Hospital’s ability to give children and families—particularly those from historically under-servedcommunities—the strongest possible start in life. Responsibilities Leadership and Staff Supervision: Provide administrative and reflective supervision to a multidisciplinary team of seven (7) staff representing varying disciplines and credential levels, as well as assigned interns and volunteers. Assign and adjust staff responsibilities to promote operational efficiency, appropriate workload distribution, and maximum delivery of HealthySteps services. Oversee the HealthySteps’ pediatric residency training program, including curriculum development, delivery, and evaluation. Establish performance expectations, provide ongoing coaching and feedback, and address performance or conduct concerns in collaboration with Human Resources and departmental leadership. Grant Management: Lead the development, submission, administration, and renewal of public and private grant applications, continuation requests, and related funding proposals. Serve as the primary program liaison to funding organizations and ensure compliance with grant requirements, deliverables, performance measures, and reporting deadlines. Prepare and submit accurate and timely program progress, outcome, financial, continuation, and closeout reports. Maintain appropriate documentation to support grant monitoring, audits, and program reviews. Identify potential funding opportunities and collaborate with organizational leadership on strategies to promote program sustainability and expansion. Budget and Fiscal Management: Develop and manage the HealthySteps operating and grant-funded budgets, including personnel, contractual, and program-related expenditures. Monitor expenditures against approved budgets and grant line items. Collaborate with Finance and departmental leadership to prepare budget projections, reconcile expenditures, and address anticipated variances. Recommend budget modifications and reallocations, when necessary, subject to organizational and funder approval. Ensure responsible stewardship of public and private program funds. Program Oversight: Provide strategic and operational leadership for the implementation, maintenance, and continued development of the HealthySteps program. Ensure fidelity to the HealthySteps model, including participation in national reporting, fidelity monitoring, technical assistance, and site self-assessment activities. Establish, monitor, and evaluate program goals, workflows, performance measures, service-delivery standards, and patient outcomes. Oversee program evaluation, data collection, data integrity, and clinical documentation standards. Ensure the timely and accurate submission of departmental, organizational, regulatory, and funder reports. Ensure program operations comply with applicable federal and state regulations, grant requirements, organizational policies, professional standards, and patient privacy requirements. Identify opportunities for performance improvement and lead corrective action and quality-improvement initiatives when appropriate. Collaborate with pediatric providers and other members of the interdisciplinary care team to support coordinated, family-centered, and developmentally appropriate care. Organizational and Community Collaboration: Coordinate with hospital departments and clinical programs to address the needs of patients, families, program staff, and community partners. Participate in and lead special projects, hospital-wide initiatives, and cross-departmental activities, including quality improvement and care-coordination initiatives related to maternal and child health. Represent HealthySteps and Brookdale Hospital at community meetings, coalitions, professional forums, funding meetings, and partnership activities. Develop and maintain effective relationships with community-based organizations, government agencies, healthcare providers, educational institutions, and other stakeholders. Advocate for accessible, culturally responsive, trauma-informed services for infants, young children, and their families. Perform other related duties consistent with the position’s responsibilities and necessary to support the successful implementation and sustainability of the HealthySteps program. Qualifications Education: Master’s Degree in psychology, social work, or counseling from an accredited college or university, required. Doctoral degree in psychology, counseling, social work, infant mental health or related discipline, preferred. Experience: Minimum of three (3) years of progressively responsible experience in program administration, clinical program operations, or project management, required. Minimum of two (2) years of supervisory or management experience, including responsibility for staff development and performance management, required. Experience working in a healthcare, pediatric, behavioral health, integrated primary care, or community-based clinical setting, preferred. Experience administering grant-funded programs, including performance monitoring and preparation of grant or funder reports, preferred. Demonstrated experience working with infants, children under three years of age, parents, caregivers, and families, preferred. Experience assessing or supporting infant and early childhood growth, development, social-emotional functioning, and parent-child relationships, preferred. Licenses/Certifications: Current and valid New York State license as a Licensed Clinical Social Worker (LCSW) or Licensed Psychologist required. License must be in good standing and maintained throughout employment with OBH. New York State Infant Mental Health endorsed, preferred. Knowledge and Skills: Excellent oral and written communication skills, including grant writing, funder reporting and clinical documentation. Advanced knowledge of infant and early childhood development, infant mental health, parent-child relationships, family systems, and developmentally appropriate interventions. Advanced knowledge of reflective supervision principles and the demonstrated ability to apply them in a multidisciplinary clinical environment. Demonstrated ability to lead, develop, motivate, and evaluate multidisciplinary teams representing different professional disciplines and credential levels. Knowledge of integrated pediatric primary care, family-centered care, trauma-informed practice, and culturally responsive service delivery. Ability to interpret grant requirements and translate them into measurable program objectives, workflows, and staff responsibilities. Ability to collect, analyze, interpret, and report program quality, utilization, and fidelity data. Working knowledge of budget development, expense monitoring, financial projections, and fiscal reporting. Strong interpersonal, presentation, facilitation, and verbal communication skills. Strong organizational, analytical, problem-solving, and decision-making abilities. Ability to manage multiple priorities, meet deadlines, and respond effectively to changing program needs. Ability to establish productive working relationships with patients, families, clinical teams, funders, community partners, and organizational leadership. Demonstrated commitment to serving culturally diverse and medically or economically underserved populations. Proficiency with electronic health record systems, data-reporting platforms, and standard office productivity software. Physical Requirements: Position requires prolonged periods of sitting, standing, reaching, and walking throughout the working day. Position requires travel between main hospital and ambulatory care sites. Position will be required to stoop, bend, lift, and carry items weighing up to 25 pounds.
