The Mobile Operations Manager provides operational leadership for Mobile Operations, ensuring safe, compliant, consistent, and member-centered services. This position leads and develops Mobile Operations leaders, maintains operational and mobile-specific regulatory readiness, and coordinates across teams and disciplines. Discipline-specific supervision and decision-making remain with the appropriate clinical or professional leaders.

The Mobile Operations Manager provides operational leadership for Mobile Operations, ensuring safe, compliant, consistent, and member-centered services. This position leads and develops Mobile Operations leaders, maintains operational and mobile-specific regulatory readiness, and coordinates across teams and disciplines. Discipline-specific supervision and decision-making remain with the appropriate clinical or professional leaders.
Key Responsibilities Operations & Regulatory Coordination
- Maintain readiness and continuity of Mobile Operations, including staffing, workflows, equipment, supplies, safety, and service interruptions.
- Develop, maintain, and improve standardized workflows to promote consistency, efficiency, safety, and regulatory compliance.
- Maintain responsibility for mobile unit-specific regulatory requirements, including required notifications related to location/address changes, mobile unit downtime, and other operational changes.
- Maintain communication with DOH and SOTA regarding mobile-specific requirements; attend monthly MMU Provider Meetings and communicate relevant updates and actions.
- Maintain current knowledge of applicable regulations, organizational policies and procedures in SharePoint, and the Employee Handbook.
- Participate in regulatory audits, surveys, and inspections and ensure readiness and follow-through related to mobile unit-specific requirements.
- Ensure Mobile Team Leads routinely inspect mobile units and equipment and address identified maintenance, safety, cleanliness, equipment, and readiness concerns.
- Monitor operational, service, quality, and compliance indicators and escalate significant concerns when resolution falls outside the position's authority.
- Lead, coach, and develop direct-report leaders through regular 1:1s, goal setting, performance management, and leadership development.
- Maintain operational alignment with the Mobile CPSS Supervisor and Mobile SUD Clinical Supervisor while preserving discipline-specific supervision and accountability.
- Establish clear expectations for performance, communication, collaboration, accountability, and follow-through across Mobile Operations.
- Responsible for hiring, performance management, corrective action, and termination decisions for Mobile Operations staff in partnership with Human Resources and appropriate organizational leadership.
- Collaborate with discipline-specific supervisors and other leaders to address staff performance, development, and operational needs.
- Support frontline leaders in reviewing member-related incident reports, determining appropriate outcomes and follow-up actions, and escalating concerns to appropriate clinical, medical, compliance, or organizational leadership when needed.
- Support the Mobile Medical Support Lead in maintaining effective coordination with Auburn leaders responsible for medical support, nursing, and MA functions, serving as an operational liaison when additional coordination or escalation is needed.
- Support the Mobile Medical Support Lead in addressing medication operations, staffing, workflows, equipment, regulatory requirements, and service continuity.
- Provide operational support to Medical Providers working on mobile units and connect provider-related needs with appropriate medical leadership.
- Exercise sound judgment when reviewing Mobile Operations purchases and expenditures.
- Serve as the first-level approver for applicable transactions and employee reimbursements, with secondary approval by the Auburn Clinic Administrator.
- Maintain regular communication with the Auburn Clinic Administrator and Program Sponsor regarding significant operational needs, mobile-specific regulatory matters, risks, and changes.
- Maintain regular communication with the Community Development Manager and participate in outreach meetings to align community efforts with Mobile Operations priorities and capacity.
- Serve as the lead Mobile Operations representative at required leadership and cross-clinic meetings.
- Support community partnerships, new mobile locations, and operational planning while ensuring commitments are feasible and member-centered.
- Collaborate across medical, clinical, peer, operations, facilities, compliance, and organizational leadership to support coordinated services across mobile and brick-and-mortar settings.
- Minimum 5 years of progressive leadership experience , including a minimum of 2 years directly supervising other supervisors, team leads, or managers (multi-layer leadership, not solely individual contributors).
- Minimum 3 years managing day-to-day operations for a team of 10 or more staff across multiple functions or locations, including staffing and scheduling, performance management, workflow coordination, problem-solving, and service continuity planning.
- Minimum 2 years of experience supporting regulatory compliance in a licensed healthcare, behavioral health, or human services setting, such as preparing for audits or inspections, leading quality improvement initiatives, or implementing corrective action plans.
- Documented experience leading or coordinating teams spanning at least two professional disciplines (e.g., clinical, medical, peer support, operations).
- Minimum 1 year of direct or supervisory experience delivering harm reduction, trauma-informed care, and person-centered services to individuals experiencing substance use disorders or other complex barriers to care.
- Strong communication, de-escalation, decision-making, and problem-solving skills, including the ability to balance member needs, safety, regulatory requirements, and operational expectations.
- Valid driver's license, reliable personal transportation, and current auto insurance, with ability to travel daily between mobile service locations within King and Pierce Counties, including North King County through the Tacoma area.
- Bachelor's degree in healthcare administration, business, human services, behavioral health, or a related field; equivalent relevant leadership experience may be considered.
- Leadership experience in an OTP, SUD treatment, behavioral health, healthcare, or other highly regulated environment .
- Experience with mobile, multi-site, or field-based operations.
- Working knowledge of DOH, DEA, SAMHSA/SOTA, HIPAA, 42 CFR Part 2, and OTP requirements .
- Experience with regulatory agencies, audits or inspections, program/site development, or community partnerships.
- Proficiency with EMRs, Microsoft Office, SharePoint, and operational reporting systems.
