Functional Title: Public Health Analyst Job Number: Location: Remote (United States); Mount Pleasant, Michigan area preferred Salary Range: (Starting at $66,000/year) Exemption: Non-exempt Citizenship/Clearance requirement: Candidate must be authorized to work in the United States. Apply online at: Bakinaw Federal Contracting Corporation (Bakinaw) is seeking an Public Health Analyst to support an independent evaluation of the Indian Health Service (IHS) 2025 Pandemic Preparedness Plan, to include discovery sessions with IHS subject-matter experts, two web-based readiness exercises, and an after-action report with prioritized recommendations. Although Bakinaw Federal Contracting (BFC) is an enterprise of the Saginaw Chippewa Indian Tribe of Michigan, it operates under the Bakinaw Federal Contracting Policies and Procedures. This position is full time for a period of approximately eleven months and is contingent upon award of the contract it supports. Position Summary: The Public Health Analyst provides production and analytic support across all tasks of the contract. The position coordinates and documents web-based discovery sessions, develops the content of two discussion-based exercise packages under the direction of the Lead Evaluator, consolidates findings into the After-Action Report, and maintains the deliverable schedule, version control, and accessibility standards for the full set of contract deliverables. The position works under the direction of the Project Manager and the Lead Evaluator/Senior Analyst. Duties include but are not limited to: Coordinate and schedule web-based discovery sessions with designated IHS subject-matter experts, to include invitations, scheduling, and virtual platform setup. Serve as primary notetaker for discovery sessions; produce cleaned session records and code notes thematically against the evaluation framework. Maintain an evidence log linking each observation to its source, and an evaluation crosswalk mapping preparedness domains to the corresponding sections of the 2025 IHS Pandemic Preparedness Plan. Draft the one-page Discovery Summary of planning assumptions, strengths, gaps, and areas requiring validation. Draft exercise package content under the direction of the Lead Evaluator, to include scenario narrative, objectives, agenda, facilitator guide, participant materials, discussion questions, and scenario injects. Coordinate exercise planning meetings; circulate agendas and document decisions and action items. Operate the virtual platform during both web-based exercises and serve as exercise data collector and scribe. Draft exercise summaries within the turnaround required by the contract. Consolidate discovery and exercise findings into the After-Action Report structure, to include strengths, weaknesses, threats, opportunities, risks, dependencies, and capability gaps. Build and maintain the corrective-action matrix linking each recommendation to the corresponding finding and a suggested implementation timeframe. Maintain the Government comment adjudication log and assemble draft and final report packages. Coordinate findings meeting logistics and registration; track attendance and substantive questions and concerns; draft the Findings Meeting Summary. Maintain the master deliverable tracker, project schedule, document version control, and risk and issue log; draft quarterly progress reports and the Final Activities Report. Apply Section 508 accessibility standards during document production and perform accessibility checks before products are submitted for editorial and accessibility validation. Performs other tasks necessary to comply with services to be provided under the applicable contract. Job Qualifications: Requirements Bachelor's degree in public health, emergency management, health administration, health policy, or a similar field. Two or more years of related experience supporting program evaluation, emergency preparedness, emergency management, or public health program operations. Demonstrated experience taking detailed notes in interviews or group discussions and organizing them into themes, findings, or coded categories. Demonstrated written communication skills, including contribution to evaluation reports, after-action reports, assessments, or comparable analytic documents. Demonstrated ability to produce and host virtual meetings in Microsoft Teams, Zoom, or Webex, to include breakout rooms, polling, and recording. Advanced skills in Microsoft Word, PowerPoint, and Excel. High level of accuracy in work produced. Demonstrated ability to plan, organize and prioritize work, and to maintain version control across a large set of deliverables. Motivated self-starter, with ability to manage multiple priorities and meet deadlines with minimal supervision. Ability to work effectively as a team member to resolve issues and implement improvements. Ability to perform all work remotely from a private workspace with reliable high-speed internet. Pre-employment background check and drug screen. Security Clearance may be required by assigned contract. Preferred Master's degree in public health, emergency management, or a similar field. Experience working with American Indian or Alaska Native communities, tribal health systems, or the Indian Health Service. FEMA IS-120 (An Introduction to Exercise Design) or Homeland Security Exercise and Evaluation Program (HSEEP) training. Familiarity with the HSEEP exercise cycle, discussion-based exercise mechanics, or incident command structures. Experience on a federal contract with formal deliverable acceptance. Experience with qualitative analysis software such as NVivo or Dedoose. Experience remediating documents for Section 508 accessibility, including in Adobe Acrobat Pro. Saginaw Chippewa Indian Tribe of Michigan Tribal Preference candidate. Discretion — Safeguarding non-public Government information regarding preparedness gaps in accordance with contract requirements. Typing — Must be able to type memos and correspondence and create graphs, tables, and spreadsheets with the use of MS Word, Excel, and PowerPoint. Collaboration — Must be able to schedule and host meetings effectively using Microsoft Outlook and web based collaboration tools such as Microsoft Teams, Zoom, and Webex. Software knowledge — Microsoft Office including Word, Excel, PowerPoint, Outlook, and web conferencing platforms. Physical — Must be able to communicate verbally, in writing, and via typed communications. Vision requirements include ability to read printed documents as well as a computer screen. Work Environment/Safety Hazards: The position is performed remotely and requires a substantial amount of computer operation, including use of hands, wrist, and fingers, and eyes. Occasional stooping, bending, squatting, and lifting of light items. All meetings, discussions, exercises, and presentations under this contract are conducted virtually. No travel is required.
