Training and Development Specialist

The Training and Development Specialist coordinates and delivers employee learning and development programs that support organizational goals. This position assesses training needs, develops training materials, facilitates learning opportunities, and evaluates program effectiveness. The role also supports onboarding, compliance training, leadership development, and continuous employee growth initiatives. Evaluates organizational, departmental, and employee training and development needs. Designs, develops, coordinates, and implements training programs, workshops, and learning initiatives. Facilitates in-person, virtual, and hybrid training sessions for employees and leadership. Develops instructional materials, presentations, manuals, guides, and e-learning content. Coordinates onboarding and orientation programs for new employees in conjunction with Human Resources Business Partners. Supports leadership development, succession planning, and employee career development initiatives. Evaluates training effectiveness through surveys, assessments, performance metrics, and feedback. Maintains training records, attendance, certifications, and learning management system data. Ensures compliance with required training programs, policies, regulations, and organizational standards. Researches and recommends innovative training methods, technologies, and learning solutions. Collaborates with departments and subject matter experts to ensure training content remains current and effective. Assists with organizational development initiatives, change management efforts, and employee engagement programs. Prepares reports, analyze training data, and provide recommendations for continuous improvement. Coordinates external training with vendors, consultants, and educational resources as needed. Performs other related duties as assigned. Education and Experience High School diploma or GED. Two (2) years of experience in training, learning and development, organizational development, or a related field. Knowledge of training principles, instructional methods, and employee development practices. Thorough working knowledge of Microsoft Office Suite, including Outlook and Excel. Any equivalent combination of experience and training provides the requisite knowledge, skills, and abilities necessary to perform the work. PREFERRED QUALIFICATIONS One (1) year of public sector experience. PHR, SMRM-CP, or PSHRA-CP certification. OTHER JOB REQUIREMENTS Must possess and maintain a valid Arizona driver’s license, or obtain one within thirty (30) days of hire, unless a qualifying military-related exception applies. Documentation for any military-related exception must be submitted to Human Resources. Employment is contingent upon successful completion of a background check and drug screening in accordance with the City’s Drug and Alcohol Policy and applicable law. Drug screening includes testing for THC. Knowledge of: Federal, state, and City employment laws, regulations, practices, and policies. Principles and practices of public personnel management. Training and development program design and delivery. Mathematical concepts. Municipal government operations. Microsoft Office including Excel spreadsheet creation and maintenance. Database and record management standards. Experience with HRIS systems (e.g. Tyler MUNIS) and AI-enabled tools. Skill in: Operating a personal computer and job-related software applications for word processing, spreadsheets, database creation and maintenance, information storage and retrieval, and related tasks. Preparing, maintaining, and reviewing human resource records, reports, and documentation. Providing customer service in a fast-paced environment. Collaborating in a team environment. Maintaining accuracy while processing high-volume data. Ability to: Produce detail-oriented and quality work products. Present ideas clearly and persuasively, both orally and in writing. Exercise independent initiative. Handle sensitive and confidential information with legal and ethical standards. Handle multiple projects simultaneously and use good judgment in prioritizing work assignments. Proficiently perform computerized word processing, comprehension, summarizing, and writing/editing. Work cooperatively in a team environment and establish and maintain effective working relationships with City officials, City staff at all levels, and the general public. Operate standard office equipment, including using computer program applications appropriate to assigned duties. Maintain a high level of confidentiality.
