Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. Responsibilities The primary purpose of this position is: to serve as an Air Reserve Technician (ART), technical authority responsible for coordinating the work of other journey-level workers to perform/advise scheduled or unscheduled inspections, repairs, replacements, troubleshoot, documentation, build-up and tear down, flightline maintenance and operational runs of aircraft propulsion systems installed or uninstalled, and to provide training to all assigned reservist personnel as required in the accomplishment of duties set forth herein. DUTIES: DUTY 1: Serves as technical authority to perform/coordinate/oversee troubleshooting and analysis of gas turbine engines to determine air worthiness of propulsion systems installed on aircraft on the flight-line and uninstalled in back shop and test cell capacities. Coordinates, oversees and performs the disassembly, repair, overhaul, inspection and reassembly of aircraft propulsion systems, sub-assemblies, and components. DUTY 2: Skilled/certified in the operation and maintenance of diagnostic test equipment, on-board electronic equipment, a variety of special equipment, hand, measurement and power tools. Enforces and complies with safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. DUTY 3: Certify, utilize and enforce the work produced under the USAF Technical Order Program and applicable commercial aircraft/propulsion manuals. Removes or installs entire propulsion systems from/on aircraft, test cells, and maintenance stands working as a member or leader of a team. DUTY 4: Maintains, inspects, operates, and certifies test cell and hush house. Performs Engine Health Management (EHM) program duties and properly documents propulsion system maintenance in historical records and the Maintenance Info (MIS). DUTY 5: Prepares effective training plans to maximize training for assigned personnel. Complies with required instruction, guidance, and/or training and provides instruction training to others. Also plans work schedules for reservists assigned to the function to ensure exposure to the full range of journeyman duties of the trade. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-8600 Engine Overhaul Family. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8600 Engine Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: the ability to perform the work of an AIRCRAFT ENGINE MECHANIC with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the installation, operation, and repair of gas turbine or reciprocating aircraft engines and accessory systems. Knowledge of engine repair practices to identify and correctly choose between alternative methods and trade techniques, adapt accepted repair procedures to new or unfamiliar engines or accessory systems, to anticipate required tools and parts, and to set up the work area. Knowledge of safety regulations, practices, and procedures. Knowledge of documentation procedures. Skill in the use of measuring instruments such as vibration analyzers, pyrometers, engine analyzers, engine diagnostic computer systems, data transfer sets, and test benches. Knowledge in the interpretation, certification and use of technical orders, manufacturers' manuals, engine records, maintenance bulletins, and other technical information. Ability to troubleshoot engine malfunctions, interpret trouble reports or observed instrument readings, appearances, etc., make a tentative diagnosis; select needed tools and test equipment; and disassemble the engine or accessory system to locate the defect. Ability to repair and rework engine parts and components and replace accessories such as portions of electrical, pneumatic, and hydraulic systems. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain AirForce Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in Unit Training Assemblies (UTA) weekends. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Must be able to obtain and maintain a Secret security clearance. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments and/or to support Air Expeditionary Force (AEF) contingencies. May be required to obtain special certification training (i.e., Red X, engine run, etc.). The incumbent may be required to work overtime to meet workload demands. May be subject to shift work and uncommon tours of duty. Performs other duties and shop details, as assigned. May be required to work overtime, rotating shifts, uncommon tours, weekends, etc. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
