Municipal Court Clerk

Performs specialized clerical and administrative duties for the Bedford Municipal Court, with primary responsibility for the processing, scheduling, documentation, and monitoring of juvenile cases. Maintains accurate and confidential court records; assists defendants, parents, guardians, and the public in person, by telephone, and through written and electronic correspondence; and ensures compliance with applicable court orders, state and local laws, and City policies. Coordinates juvenile case compliance, sanctions, diversion programs, community service, and related court activities, and serves as a liaison between the Municipal Court, families, schools, community organizations, Teen Court, other courts, and state agencies.

Schedules and prepares juvenile cases for court proceedings and maintains accurate, complete, and current juvenile case files and records. Coordinates juvenile docket schedules with the Municipal Court Manager and Municipal Court Judge and prepares, organizes, and verifies dockets and supporting case documentation prior to court.

Serves as the primary staff member responsible for inbound telephone calls and provides secondary coverage at the court service window. Provides professional assistance to defendants, parents, guardians, and the public regarding court procedures, citations, court dates, payment arrangements, and available options.

Performs computer data entry, import, and verification of juvenile and adult citations and other Class C misdemeanor charges filed in Municipal Court. Ensures the accuracy of case information and completes all required processing in the Municipal Court software. Processes driver's license checks through the State of Texas database and verifies information for accuracy.

Records case dispositions, court orders, payment arrangements, and other case activity in the Municipal Court. Collects authorized court fines and fees and accurately records amounts collected and payment arrangements when working at the court service window.

Provides defendants with information regarding available options, court procedures, and applicable rights concerning their citations within the scope of authorized duties. Assists defendants, parents, guardians, and the public in person, by telephone, and through mail and email.

Monitors compliance with court orders and takes appropriate action when non-compliance occurs. Processes applicable sanctions and notices, including DIC-81, DIC-15, and Juvenile Now Adult notices, and files required documentation with the State of Texas.

Coordinates juvenile court docket schedules and related case preparation with the Municipal Court Manager and Municipal Court Judge.

Monitors compliance with deferred sentences and other court-ordered requirements for juvenile defendants. Works with the Municipal Court Judge regarding non-compliance in Alcoholic Beverage Code cases. Reports non-compliant Teen Court and Juvenile Diversion cases and coordinates Show Cause Hearings as directed.

Ensures juvenile case information and contact information remain current. Notifies juvenile defendants, parents, or guardians of violations, court orders, and pending court dates as required.

Coordinates court-ordered community service for juvenile and adult defendants, including scheduling, documentation, and monitoring of completion. Maintains and updates the list of approved nonprofit community service organizations. Prepares community service orientation packets for juvenile and adult defendants. Maintains and updates lists of approved Alcohol, Tobacco, and Drug education classes and other court-ordered programs. Coordinates community service activities involving the Municipal Court.

Acts as a liaison between the Municipal Court and parents, guardians, schools, community service organizations, Teen Court, county courts, and state agencies. Serves as the primary division contact for matters involving the juvenile caseload and coordinates information and documentation with appropriate internal and external agencies.

Processes weekly delinquent citations and provides required notifications to defendants by mail.

Scans and electronically files juvenile and adult documents, court forms, correspondence, and closed case documents into the Municipal Court software.

Performs other related duties, assignments, and special projects as required.

Maintains regular and timely attendance and conducts all interactions with coworkers, defendants, families, and the public in a professional, courteous, and respectful manner.

This job has no supervisory responsibilities.

High school diploma / GED, plus two years related Municipal Court, legal, or records experience and/or training with one year experience as a cashier/teller; or equivalent combination of education and experience.

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one?on?one and in small group situations to defendants, citizens, and other employees of the organization.

Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Must possess a valid Texas Driver's License.

Must be bondable.

Must possess, or have the ability to obtain, Texas Municipal Court Clerk Certification Level 1 within twenty-four (24) months of hire.

Must successfully complete a Criminal Justice Information Services (CJIS) fingerprint-based background check and maintain eligibility for CJIS access. Due to CJIS requirements related to access to criminal justice information, disqualifying factors may include felony convictions, felony deferred adjudication, Class A or Class B misdemeanor deferred adjudication, Class B misdemeanor convictions, an open arrest for any criminal offense (felony or misdemeanor), and convictions involving family violence.

Current Texas Municipal Court Clerk Certification Level 1.

Membership in the Texas Court Clerks Association.

Fluency in Spanish.

Must have demonstrated knowledge of use and application of computer software relevant to the position. Must have working knowledge of and be familiar with modern office equipment.

Must have demonstrated skill to operate a 10-key calculator by touch.

Must have strong organizational skills.

Keyboarding/typing skills.

Must be able to work effectively individually as well as within a team environment.

Must be able to maintain mental focus during work activities.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and high, precarious places. The noise level in the work environment is usually moderate.
