Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. The position is responsible for facilitating virtual and in-person training, supporting curriculum and program development, collecting and analyzing training data, preparing reports, coordinating training events, and collaborating with internal and external partners. The role requires knowledge of adult learning principles, classroom management, facilitation techniques, cultural humility, public health concepts, and program guidelines. It also requires strong communication, organization, data analysis, and coordination skills, as well as the ability to travel extensively throughout Texas to support workforce training needs. EJF 1: Training Facilitation – (45%) The TDS IV coordinates and conducts training and development, typically in a classroom or online setting. The position facilitates small, medium, and large group training sessions, professional development courses, and virtual and in-person learning sessions. Organizes and prepares training materials and supplies, including the printing of handouts, notebooks, and training prompts. Ensuring the participants' printed materials are ready and available at the beginning of the training. This position requires familiarity with adult learning theory, classroom management, and facilitation techniques, and the ability to apply them to instruction. TDS IV is responsible for delivering curricula using approved policies and procedures techniques. The position provides in-person training for the workforce at locations across the State of Texas. This position requires travel for up to 75% of their assigned duties, for as many as 5 days and 6 nights at a time, multiple times a month, in accordance with agency travel guidelines. Weekend travel may be required. Facilitates or provides support for virtual or webinar-based training using approved platforms and training tools. The position requires strong communication skills as they work with diverse audiences with varying backgrounds and knowledge bases. The TDS IV utilizes cultural humility as a foundational approach to delivering services on behalf of DSHS. The position is responsible for the adherence to course delivery requirements and to all State, Federal, and programmatic guidelines and expectations related to the delivery of all services at all times. Classroom management and adult learning theory are prioritized in service delivery. EJF 2: Curriculum and Program Development – (35%) Coordinates with the HIV Capacity Building Coordinator on the development of curricula based on adult learning theory. The TDS IV designs, develops, revises, and coordinates training/educational materials and support programs. Develops specialized training initiatives (webinars, in-person classes, virtual learning content, etc.) in response to needs identified by supervisors, regional staff, local health department staff, community planning groups, and/or other DSHS programs including, but not limited to: courses addressing the needs of special client populations, HIV/STD/HCV testing counselors, clinicians, case managers, advocates, navigators, outreach workers, and intervention staff. This position requires the use of plain, accessible language to convey current public health concepts and strategies to intended audiences. Provides recommendations for remediation of accessibility issues, including but not limited to large print materials, recommendations for moving participants with needs around the training rooms to accommodate, etc. This position will collaborate with appropriate internal and external subject matter experts to develop a comprehensive training program. EJF 3: Data Analysis and Reporting – (10%) TDS IV collects and analyzes data for quality assurance and process and program improvement. TDS IV is required to maintain all applicable reporting, including, but not limited to, pre- and post-testing, surveys, attendance records, and any other information requested by the HIV Capacity Building Coordinator. TDS IV will prepare program reports, conduct data analysis and evaluation, and provide other communications as needed for the program and as requested by the team lead. TDS IV will gather and report on information related to the needs of the HIV/STD/HCV workforce and, when possible, conduct needs assessments as directed. Collects data to help evaluate and analyze training needs and training effectiveness. EJF 4: Other Duties – (10%) Collaborates in capacity building program, administrative, monitoring, evaluation, and workgroup activities. Coordinates training events by determining and securing date, time, location, facilitator, and number of participants; and maintains training schedules. Serves as a professional resource for employees and managers regarding training programs and promotes the use of training services. Works as an active member of various workgroups on projects related to HIV, STD, and viral hepatitis programs. Collaborates with other DSHS programs and external stakeholders to create events that meet the needs of the HIV, STD, and viral hepatitis workforce. The TDS IV will attend teleconferences, webinars, in-person and virtual meetings, and other events as a participant or attendee, upon request from DSHS leadership and team leads. TDS IV will have an available schedule, capable of the necessary travel expectations, including reliable transportation and means to travel on a reimbursable basis. Other duties as assigned. Knowledge Of Knowledge, Skills and Abilities (KSAs): Knowledge of local, state, and federal laws related to the program area; Knowledge of public health administration; Knowledge of training planning, development, implementation, and facilitation; Knowledge of training best practices; Knowledge of research techniques; Knowledge of current disease trends and populations experiencing health disparities; Knowledge of Adult Learning Theory Skill In Course development and design; Training facilitation in small, medium, and large settings; Training facilitation to health care or public health professionals; Interpersonal and personality navigation; Presenting to audiences of various knowledge levels and backgrounds; Virtual and In-person presentation software (i.e. PowerPoint, Teams, etc.) Ability To Maintain professional demeanor and remove all bias from work; Conduct research on public health topics; Communicate effectively, tactfully, and professionally in written and spoken formats; Conduct presentations independently Registrations, Licensure Requirements Or Certifications N/A Initial Screening Criteria Graduation from an accredited four-year college or university with major coursework in Public Health or a closely related field. Relevant work experience may be substituted for education on a year-for-year basis. A minimum of three (3) years of experience providing training, facilitation, or adult education is required. Experience working in HIV, STD, and/or Hepatitis prevention, surveillance, treatment, or public health programs is preferred.
