The Director supports ongoing and future school construction projects, prepares annual operating and capital budgets, advocates for their approval and operates the Department within such established budgets. The Director ensures daily custodial and maintenance needs are met, develops long-term capital plans, meets energy reduction/sustainability objectives and successfully completes capital projects. The incumbent advocates for the Department to obtain necessary support for projects, budgets and staff, and provides leadership and direction to a diverse group of employees.

QUALIFICATIONS

Bachelor’s degree from an accredited college or university in Facilities Management, Engineering, Building Construction, Architecture, or a related field; Minimum of five years of supervisory experience required. Experience in facilities management preferred, but not required; Thorough knowledge of the methods, materials, tools and equipment used in the care and maintenance of buildings and grounds; Skills using spreadsheet, word processing, and calendar/scheduling tools, building management systems (BMS), facilities use, work order, maintenance and performance management software; Demonstrated skills in the areas of leadership, planning, management, organization, and budget development and management; ability to provide guidance, assistance and/or interpretation to others on how to apply procedures and standards to specific situations; Knowledge of municipal construction and procurement, including M.G.L. Chapters 7, 30, 30B and 149; Possession of, or the ability to obtain within a reasonable period following employment, the licenses and certifications necessary to oversee district facilities operations. Examples include: MCPPO certification, a Massachusetts Construction Supervisor License, OSHA 10 Construction Safety certification, a Pesticide Applicator License, a Hoisting License (Category 1C/2A or equivalent), EPA certifications related to environmental management (including air and water quality, integrated pest management, asbestos, radon, and airborne diseases), and/or other licenses or certifications as determined by the Assistant Superintendent/Chief Operating Officer. Such alternatives to the above qualifications as the Assistant Superintendent/COO or the Superintendent may find appropriate and in conformity with state and federal law.

DUTIES

Plans, develops, implements, and budgets for operation and maintenance activities in all school and designated municipal facilities. Collaborates with District and Town leadership on ongoing and future school construction projects; Plans, develops, and advocates for capital projects by managing and updating the department’s 10-year capital plan. Collaboratively seeks input from school principals and other stakeholders in preparing plans. Implements approved plans, assesses their effectiveness and recommends modifications and adjustments as required. Inspects all district buildings, grounds, and installations on a regular basis to determine that high standards of workmanship, cleanliness, safety, and security are maintained. With the supervisors, coordinates custodial and maintenance work assignments, work schedules, and assignment of overtime including community use and emergency response. Consults with the Assistant Superintendent/COO on assignments and facility needs. Assists in recruitment, assignment, evaluation, transfer, promotion/demotion, or dismissal of all district custodial and maintenance staff; Creates and maintains performance standards for all custodians and maintenance workers and provides monthly facility and personnel status reports to the Assistant Superintendent/COO. Evaluates Head Custodians, Supervisors, and Coordinators with input from building principals, and Custodians and Maintenance Technicians with input from the Supervisors; Develops and conducts a continuing program for staff orientation, training and development, including health and safety. Provides input in collective bargaining; Oversees purchasing function of all custodial/maintenance services, supplies, and equipment in accordance with state procurement regulations. Maintains and oversees a coordinated inventory control program; Applies working knowledge of various building management systems including, but not limited to HVAC, ATC controls, electrical, plumbing, fire sprinklers, kitchen equipment, fire & intrusion alarms, intercom, telephone, data, irrigation, and vehicles & equipment sufficient to troubleshoot such systems and equipment, and oversee maintenance operations of same; Apply working knowledge of landscaping and sports turf management sufficient to oversee grounds and athletic field care & maintenance; Other duties, as assigned.
