Summary As a Pharmacist with the U.S. Office of Personnel Management, Healthcare and Insurance, you will provide pharmacy expertise supporting health benefit programs; analyze complex pharmacy benefits, formularies, drug utilization, pricing, and pharmaceutical data; develop policy recommendations; evaluate industry and regulatory developments; and advise stakeholders on pharmacy benefit design, quality, cost, and member access. Duties Develops pharmacy benefit policies, goals, and strategies to improve prescription drug coverage, quality, access, utilization, and cost. Analyzes complex pharmacy benefits, formularies, drug utilization, pricing methodologies, pharmacy networks, and pharmaceutical data to identify trends and recommend changes. Conducts pharmacy program studies and develops reports, analyses, presentations, recommendations, and solutions for decision makers. Evaluates pharmaceutical industry developments, clinical practices, and public- and private-sector innovations for potential application to health benefit programs. Analyzes proposed legislation and regulatory changes affecting pharmacy benefits and assesses their potential program, clinical, and cost impacts. Collaborates with health professionals, economists, actuaries, government agencies, health plans, pharmacy organizations, and other stakeholders on pharmacy benefit issues. Advises on pharmacy quality, patient safety, population health, medication management, benefit administration, and pharmacy program oversight. BASIC REQUIREMENTS FOR THE PHARMACIST GS-0660-14

You must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or equivalent performing ALL of the following: Comprehensive knowledge of the U.S. healthcare system including Medicare, Commercial and Health Exchange programs and best practice for coordination of benefits. Evaluating the impact of pharmaceutical industry developments, legislation, regulations, or clinical practices on pharmacy or health benefit programs; Analyzing complex pharmacy benefit design, formulary, drug utilization, pricing, or pharmacy networks to identify trends and inform program improvements (this includes providing quantitative and qualitative information on data relationships and/or trends); Developing pharmacy benefit policies, strategies, or program requirements related to prescription drug coverage, cost, quality, or access; AND Advising health plans, government agencies, or other stakeholders on pharmacy benefits, medication management, or population health. Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to: Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations; Planning, monitoring and evaluating medication programs or regimens; Researching medical literature and/or clinical medication information to provide accurate responses to inquiries. Basic Requirements for the GS-14 (or equivalent) Grade Level In addition to the licensure and educational requirements described above, a minimum of one year of professional pharmacy experience that is equivalent to at least the GS-13 grade level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
