Development and Integration Program Manager III - MTC

Contingent upon contract award.* The Program Manager III position will be filled only after Elbit America is awarded the Mobile Tactical Cannon program. Any employment offer and start date for this role will be subject to final contract award and program approval. Job Summary Program Manager III is a senior Program Management position supporting Integration and Development activities for the Mobile Tactical Cannon program. The Program Manager III has responsibility for ensuring the planning and performance of assigned complex programs throughout all phases of the program lifecycle. The program manager is responsible for cost, schedule, quality, customer satisfaction, and technical performance of assigned programs and for using that successful execution to drive future growth. The role also includes effective customer communication, mentoring junior managers, forecasting sales and gross profit, and providing direction to program teams or Integrated Product Teams through Earned Value and other techniques. Responsibilities and Tasks Oversee development pipelines for next‑generation capabilities across the Mobile Tactical Cannon program. Support test processes and best practices. Lead integration activities to integrate C2, C5ISR, and other network‑based solutions to a Ground Combat Vehicle. Manage Engineering Changes and modifications per USG and internal requirements. Manage test, development, and production engineering and design changes. Prepare the MTC program for tech maturation and readiness. Able to mentor more junior project/program managers. Understand and effectively communicate program objectives to the team and relate how the program supports the strategic plans of the Company and Business Area. Lead the development of detailed project or program plans through the application of company policies and procedures and program management industry best practices. Lead assigned program teams in accordance with specific program plans to achieve program delivery and quality goals. Expert in risk management; proactively prepare and interpret risk and opportunity analyses and financial reports to anticipate problems and take corrective action. Work with finance to prepare forecasts of new business, sales, and gross profit for annual operating plans; establish program budgets and hold Control Account Managers accountable. Advocate for continuous improvement opportunities to meet customer requirements by fostering an entrepreneurial and collaborative workforce. Build, develop, and maintain close customer relationships; anticipate customer needs, creatively address issues, and pursue open communication to strategically expand the business. Assure customer satisfaction in terms of product performance, delivery, cost, and contracted scope as the primary point of contact. Provide business area leadership and customers with detailed program performance, risk assessments, and recommendation of solutions. Coordinate with marketing personnel and assist in the preparation and implementation of marketing plans and proposals. Apply strategic thinking to anticipate challenges, align program objectives with organizational goals, and drive long‑term value while balancing near‑term priorities. In partnership with Contracts, lead development of contract negotiation strategies with customers, suppliers, and affiliates; understand obligations and ensure compliance by proactively mitigating risks. Plan and execute programs per contractual obligations, managing the performance of multiple suppliers and agencies. Conduct periodic internal and external program reviews; create, maintain, and present Program Scorecards. Ensure design for manufacturability and smooth transition to production for development programs. Lead technical discussions with technical managers, both internally and externally, to meet all technical requirements. Act as a steward for all company policies and best practices to achieve program quality goals. Perform other job‑related tasks as assigned by manager. Knowledge (Education/License/Certification, Prior Experience) Bachelor's degree is required; Master’s degree preferred. At least 5 years program management experience required. MP® Certification or equivalent required. Demonstrated experience in applicable technical area or product line. Experience in artillery, ground combat vehicles, armored vehicles, or similar. Experience as the prime OEM. Experience developing and executing Earned Value Management System (EVMS) programs desirable. Experience managing technical baseline and contract changes. Knowledge of schedule estimating, cost estimating, change management, earned value management, production/prototype planning. Understanding of industry trends, customer and competitor strategies. Ability to lead teams through all five phases of the project management framework. Understanding of program budgeting process. Experience in negotiations, collaborative problem solving, conflict management, meeting facilitation, and applying tact and diplomacy. Significant experience using contract lifecycle management to review/approve contract changes. Ability to lead/mentor others in managing program scope based on customer requirements. Proficient in MS Office, including Excel, PowerPoint, Word, Visio, Outlook, and Project. Skills & Abilities Leadership in development of project proposals and cross‑functional team building. Ability to act independently within established guidelines. Ability to engage cross‑functional teams to understand program requirements and deliver on time. Experience planning and executing programs with contracts, engineering, finance, facilities, logistics, material planning, supply chain, quality, and USG agencies. Critical thinker able to analyze, evaluate, and interpret information effectively. Ability to create and maintain constructive customer relationships. Track record of completing projects on time, within scope and budget while delivering high‑quality products. Future growth potential. Model required behavior to manage in accordance with disciplined internal processes aligned with industry standard tools. Excellent verbal and written communication and ability to give program management presentations. Ability to lead program teams through influence and mentor junior managers. Ability to work independently to build, guide, and lead an integrated product team. Travel / Physical Requirements Matrix organizational structure. Fast‑paced environment. Deliverables‑oriented. May be required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard. Specific vision requirements due to computer work. Light to moderate lifting may be required. May require domestic and international travel and a passport. Active DoD Secret Clearance.
