Supervisory Public Affairs Specialist

Summary The position is located in the Office of Press Relations, under the Deputy Assistant Secretary (DAS) for Global Media, in the Bureau of Global Public Affairs (GPA/GM/PRS). The Supervisory Public Affairs Specialist manages a team of communications professionals and exercises responsibility for a broad range of Department-level public affairs and media outreach initiatives and serves as the Senior Advisor to the Department's Spokesperson and other senior officials. Responsibilities Oversees development of the Department's media engagement strategy and tracks media coverage of U.S. foreign policy to strategically engage the U.S. public. Serves as final approver for media engagements by Department officials with U.S.-based media on particularly high profile or sensitive issues. Evaluates the performance of subordinates, plans and sets work priorities based upon workload and abilities. Exercises significant responsibilities in dealing and advising management officials of other units or organizations. Engages members of the national and international media to disseminate, clarify, and defend important U.S. foreign policy messages. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience identifying and resolving complex and/or controversial media relations and outreach issues, including the causes or reasons for media misunderstanding or negative coverage of the Department. Experience in developing and implementing effective communication strategies and plans for advancing foreign policy objective. Experience in carrying out Departmental public affairs and media outreach functions and coordinating production or dissemination of the official record of Department policy statements. Experience evaluating foreign policy issues and media developments and advising officials of higher ranks. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
