Information Systems Application Specialist Location: Oklahoma City, OK. Remote working is NOT an option. Basic Purpose Position in this job family holds responsibilities involving planning and development of automated application systems to support the business needs of the organization. Includes review and analysis of user functions and activities, evaluation of available resources and current systems, and development of appropriate programs or systems. Major Work Duties Analyze and design .net program code, screen layouts, reports, set implementation and testing criteria, and plan to support development of new or enhanced applications. Perform all aspects of .net systems design including writing required program code, database models, testing, and evaluation of existing processes. Provide technical assistance to internal and external customers relating to agency-developed .net applications. Work with users and other IT personnel to troubleshoot issues. Conduct or coordinate user acceptance tests, performance stress regression, integration testing, making changes and corrections as needed. Participate in structured walk-throughs. Troubleshoot minor network and PC software problems as needed. Assist with training users regarding in-house developed systems. Typical Functions Review and analyze organization business needs; confer with users to evaluate requirements, discuss solutions and develop plan of approach. Analyze and design program logic, screen layouts, reports, station criteria and testing criteria to support development of new or enhanced systems; evaluate prototypes, design techniques, tools and instructional methods. Perform all aspects of systems design including writing required programs, testing and evaluation of new processes and implementation of new applications; write, test, debug and document software. Prepare development request documentation to support new or enhanced systems and applications; translate into detailed functional requirements, technical designs and specifications. Conduct or coordinate user acceptance, performance stress, regression and integration testing; make changes and corrections as needed. Participate in structured walk-throughs and other activities to review systems and provide training and support; provide technical assistance, instruction and training to lower-level staff. Perform ongoing maintenance and review of application systems and programs; identify problems and develop appropriate solutions. Participate in planning, design, development, integration and implementation of software and technology. Level Descriptor LevelI: Basic level, entry‑level work in training status focusing on routine maintenance or changes in application systems, writing individual program screens or reports, and similar activities. LevelII: Full range of analysis and programming work to plan and develop or modify and implement individual programs to support a total application system. Includes review, analysis of user requests, development of documentation, design, testing, ongoing maintenance and recovery actions. LevelIII: Specialist level involving advanced analysis and programming work such as independent responsibility for a complete application or system, occasional project management, coordination of multiple programming tasks, and possible supervision or direction of others. Education and Experience LevelI : Completion of at least twelve semester hours of computer science or management information systems coursework at an accredited college or university; or completion of a minimum of 156 hours of vocational/technical education courses resulting in certification in applications development; or an equivalent combination, substituting one year of experience in applications development for the required education. LevelII : Same as LevelI, plus one additional year of experience in applications development and analysis work. LevelIII : Same as LevelI, plus three additional years of experience in applications development and analysis work. Knowledge, Skills, Abilities, and Competencies LevelI : Knowledge of computer technology, programming languages, coding processes, and security measures; ability to translate specifications into programs, develop testing protocols, and interpret technical manuals. LevelII : In addition to LevelI knowledge, includes understanding of agency functions and business needs, changes in computer technology, specific applications systems, and laws and regulations affecting the business needs. LevelIII : Includes all LevelII knowledge, plus ability to review and analyze user requests, design appropriate programs and systems, perform a wide range of programming and analysis work, and work independently. Special Requirements Successful applicants must be willing to submit to a drug screen, polygraph examination, psychological evaluation (for commissioned positions only), and a thorough background investigation.
