Police Officer # Police OfficerNorth St Paul, MN 55109Start Date 06/01/2026End Date 06/16/2026## OverviewSalary Range$40.63 - $53.07 Hourly## Description**Position Summary** Engages in proactive enforcement strategies to build collaborative relationships with citizens and businesses in an effort to promote public safety, reduce crime, and enhance community quality of life. Uses preventive patrol whether on foot, bike or in vehicle for the purposes of deterring crime; enforcing traffic laws and issuing citations; apprehending persons violating laws; conducting checks of residential and commercial buildings, school grounds, parks and other public property; and reporting other potential safety hazards. Responds to calls for emergency and non-emergency assistance and administers aid to individuals who are in danger of physical harm or require general assistance. Replies to general public inquiries in a timely manner and refers those persons onto individuals or agencies where they can obtain further assistance or access resources. Maintains active relationships with citizens and victims of crimes throughout the investigation process. Shares all information obtained through either the normal course of duty or investigation to keep superiors, colleagues and investigators aware of situations and other issues pertinent to active cases and the achievement of Department objectives. Seeks out new opportunities and technologies to improve collaborative relationships and services provided by self and/or Department. Takes responsibility for efficient performance of duties in conformance with Department rules, regulations, policies and directives; City ordinances; and State and Federal laws. Introduction • Develops and maintains a thorough working knowledge of all City Police Department policies and procedures in order to help facilitate compliance with such policies and procedures. • Exhibits respectful and cooperative relationships with co-workers, City management, City Council, general public and City consultants and contractors in an effort to help establish, maintain and enhance North St. Paul’s reputation as a well-managed City. • Demonstrates, by example, leadership, ingenuity, service excellence and integrity expected from all City staff as defined by our core values and code of conduct. • Helps establish a team environment that encourages open communication and empowers staff to take ownership in position and organization in a manner that supports the vision and direction of the City and enhances employee satisfaction. • Serves as an integral part of the Department team. Essential Areas of Responsibility Enforcement & Safety • Enforces Federal, State and City laws and ordinances. • Patrols community and assigned neighborhood district on foot, bicycle, motorcycle or patrol vehicle, and inspects buildings to prevent and protect against criminal activities. • Provides assistance to the public in emergency and non-emergency situations, including but not limited to: administering first aid and requests appropriate medical response; performing crisis intervention in sensitive situations and domestic disputes; educating the public on laws and ordinances; assisting citizens with complains and inquiries and directs them to the appropriate authority; and responding to complaints related to loitering, noise, animals, etc. • Conducts accident investigations, including but not limited to: taking safeguards to prevent further accidents; taking written statements from those involved and witnesses; observing vehicles, roadway and other environmental conditions; takes necessary photographs and measurements; and clears the scene of obstructions. • Issues citations, makes arrests including felony arrests, interrogates suspects, interviews witnesses, and transports persons to detention centers and correctional facilities. • Investigates crimes, including but not limited to: interviewing suspects, witnesses and victims; gathering and preserving physical evidence and crime scenes; assisting victims and their families; and preparing reports required by the Department. Submits information to Department Investigator for follow up. • Acts as custodian of personal property and evidence being held for court presentation; maintains records of property, evidence and automobiles held or impounded. • Completes incident and other reports, utilizing current computer technology and written forms as necessary. • Testifies in court on cases assigned or directly involved. Community Policing • Develops rapport with members of the community as well as surrounding areas, and establishes partnerships with community organizations, residents and business owners to develop and implement crime prevention strategies. • Identifies potential security-related situations, and utilizes problem solving abilities independently and through partnerships with external agencies, community groups and individual citizens and business owners. • Coordinates and disseminates public safety, crime prevention, and community policing information to the community, and participates in community relations activities as assigned or understood. • Engages citizens and businesses within assigned neighborhood district(s) through routine patrols and in-person visits. • Educates citizens and business owners on techniques to reduce the potential for theft, vandalism and other crime on their properties through property maintenance and other environmental design principles. • Participates in Neighborhood Watch meetings and activities, as assigned, and identifies other opportunities to engage the community. • Identifies technologies and other innovations to assist with building relationships and delivery of community policing services and meeting Department objectives. **Other Duties & Responsibilities** • Attends training and professional meetings of outside organizations of which the City is a member or participant. • Performs special assignments related to traffic enforcement, investigations, crime prevention, and Department education and training. • Performs other duties as apparent or assigned.**Supervisory Responsibilities** Performs duties as the “Officer-in-Charge” when apparent or assigned**Knowledge, Skills & Abilities** • Knowledge of applicable municipal laws, city policies and ordinances, and federal and state laws regarding local government operations. • Knowledge of current and approved principles, practices and techniques of local law enforcement, including general knowledge of departmental services, functions and operations. • Knowledge and proficiency in the use of firearms, impact weapons and unarmed combat. • Skill to effectively implement the rules related to evidence, arrests, searches and seizures of persons and property. • Skill to communicate with a variety of individuals and handle a variety of customer service situations. • Skill to safely operate a motor vehicle and drive under a wide variety of circumstances and weather conditions at low and high speeds. • Ability to administer first aid and apply first aid promptly in emergency situations. • Ability to operate a variety of law enforcement equipment and weapons including but not limited to: radar/lidar; radios; portable computer systems; emergency medical equipment; measuring and collecting devices, including audio and visual devices; guns and tasers and any other weapons determined by the Department; and other emerging technology devices adaptable to law enforcement uses. • Ability to maintain confidentiality of all relevant information. • Ability to present organized and clear proposals and recommendations effectively at public meetings and in group settings. • Ability to use various office equipment and software, including accounting programs. • Ability to prepare work results with completeness and accuracy, and use critical thinking to analyze situations and identify solutions to problems. • Ability to perform duties with tact, diplomacy and discretion, and to handle private and confidential information appropriately. • Ability to work independently and plan, organize and prioritize work tasks. • Ability to handle interruptions and concentrate on the task at hand. • Ability to handle multiple ongoing tasks and complete work in a timely manner.**Safety** It is the responsibility of all City staff to promote and contribute to a safe work environment. The employee must have the ability to: 1. Sit and stand for long periods of time; walk/run/sprint long distances and chase suspects on foot over all types of terrain; and use defensive tactics to subdue suspects to make an arrest if an offender is resisting. 2. Drive a squad car at normal and high speeds and the grip strength necessary to handle equipment, weapons, and suspects. 3. Balance self while handling weighted equipment; kneel/crouch balanced without support; and crawl on hands and knees with weight on back. Must be able to push/pull objects using total body movements, reach with hands and arms and use hands to finger or feel objects, tools or controls, climb ladders, and pull up full body weight onto 4-foot high dock, fence, ledge, etc. 4. Lift in excess of 50 pounds to lift or carry equipment from floor to overhead, and occasionally lift and/or move more than 100 pounds. Must be able to drag a person of average weight and to assist in carrying and lifting a stretcher with a person on it. 5. Use normal vision, with or without correction; near acuity; far acuity depth-perception; field of vision and focusing; and see in order to read gauges, discern people and objects in nighttime, or other low-light emergency settings, and safely fire a gun. 6. Use normal hearing, including the ability to discriminate among similar sounds in environments with significant background noise and the ability to receive direction and communications over portable radios at the scene of an emergency. 7. Work a variety of shifts and rapidly transition from sedentary work to extreme exertion. **Language Skills** Ability to read, understand and implement detailed instructions, correspondence and directives, City policies, ordinances, state statutes. Ability to use grammar and spelling to communicate effectively orally, and in writing, to the City staff, City Council, Court system and personnel and general public.**Mathematic Skills** Ability to make arithmetic computations using whole numbers, fractions and decimals. Ability to compute rates, ratios and percentages.**Reasoning Ability** Ability to solve and deal with practical problems. Ability to interpret a variety of instructions in written, oral or other forms.**Other Knowledge, Skills & Abilities** Ability to read, review and interpret City policies and ordinances, and state statutes.
