Nuclear NEPA Permitting Project Manager

DescriptionBurns & McDonnell is seeking a Nuclear NEPA Permitting Project Manager within our Environmental Services Global Practice. This position supports the planning, development, licensing, permitting, and environmental review of nuclear energy projects, including advanced reactor technologies and Small Modular Reactors (SMRs), with a primary focus on National Environmental Policy Act (NEPA) compliance and environmental permitting.This position provides the opportunity to challenge and grow professionally within one of the industry's leading firms. The successful candidate will support project planning and development efforts, lead environmental reviews and permitting strategies, coordinate with regulatory agencies and stakeholders, and deliver solutions that advance critical energy infrastructure projects.The ideal candidate will have a proven history of managing and leading NEPA and environmental permitting projects, including developing proposals and cost estimates, executing project tasks, managing budgets and forecasts, coordinating multidisciplinary teams, and delivering exceptional client service. This individual will work closely with established clients while helping expand Burns & McDonnell's presence and environmental services capabilities within the nuclear energy sector.Duties Include:Project management, team leadership, and mentoring of junior staff.Leading and preparing NEPA documentation, environmental studies, permit applications, licensing support materials, and federal and state environmental documentation for nuclear and energy infrastructure projects.Managing environmental review and permitting efforts associated with nuclear facilities, including advanced reactors and Small Modular Reactors (SMRs).Collaborating with Power and Environmental Services teams to develop integrated environmental review, permitting, and licensing strategies for proposed nuclear generation projects.Leading and supporting environmental impact assessments and NEPA analyses for new nuclear facilities, including advanced reactor technologies and Small Modular Reactors (SMRs).Leveraging multidisciplinary Power and Environmental Services expertise to support nuclear-adjacent projects, including fuel fabrication facilities, enrichment facilities, Department of Energy (DOE), National Nuclear Security Administration (NNSA), and Department of Defense (DoD) programs.Coordinating with federal, state, and local regulatory agencies and stakeholders throughout project planning, permitting, and licensing processes.Assisting with and lead proposal development, cost estimating, project planning, and business development efforts.Executing project tasks while managing project budgets, schedules, forecasts, and client expectations.Conducting technical analyses and assessments to support environmental reviews, permitting decisions, environmental impact studies, and regulatory compliance efforts.Preparing reports, permit applications, technical memoranda, and regulatory correspondence.Supporting the development and implementation of regulatory processes, permitting strategies, and best practices.Providing guidance and training to project teams and clients regarding environmental and regulatory requirements.Regularly interface with regulatory agencies, clients, project teams, and stakeholders.Coordinating across technical disciplines to deliver comprehensive environmental planning, permitting, and compliance solutions for energy and federal infrastructure projects.Demonstrate creativity, foresight, and mature judgment in anticipating and solving complex environmental and permitting challenges.Develop, cultivate, and strengthen client relationships.Other duties as assigned.Total Compensation Range: $125,000 - $290,000QualificationsBachelor's degree in Environmental Science, Environmental Planning, Natural Sciences, Nuclear Engineering, or a related field from an accredited program.Minimum seven (7) years of related consulting, environmental permitting, regulatory compliance, or project management experience, including experience managing environmental or infrastructure-related projects.Demonstrated experience with the NEPA process, including preparation and management of Environmental Assessments (EA) and Environmental Impact Statements (EIS).Experience supporting environmental review, permitting, licensing, or compliance efforts for Department of Energy (DOE), National Nuclear Security Administration (NNSA), Department of Defense (DoD/DoW), fuel cycle, enrichment, or other federal nuclear-related programs and facilities.Strong understanding of federal environmental regulations, permitting processes, and regulatory compliance requirements.Knowledge of NRC regulations, nuclear safety standards, and environmental protection policies.Demonstrated technical competence and project experience in environmental permitting, licensing, siting, or related resource disciplines applicable to energy and infrastructure projects.Must have the ability to effectively work with a wide variety of industry, government, regulatory agency, and public stakeholders on project-related matters.Candidate must demonstrate the ability to attract and retain clients and contribute to project backlog, revenue growth, and successful project delivery.Excellent written, verbal, and interpersonal communication skills.Strong analytical, problem-solving, organizational, and project management skills.Ability to work independently and within multidisciplinary teams.Working understanding of GIS.Proficient computer skills including Microsoft Office Suite.Strong experience working with both private and public-sector clients.Job Field: EnvironmentalJob Type: ExperiencedSchedule: Full-timeTravel: Yes, 50 % of the Time
