Position Command Privacy Act/FOIA Coordinator Location Tampa, FL Job Id 1990-OAMS - 25P-MO-933 Number of Openings 1 Job Objective Under a five-year contract, the Command Privacy Act/FOIA Coordinator will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope includes professional services for MARCENT located at MacDill AFB, Florida, serving as a Component Command to USCENTCOM. The G-1 analyzes manpower requirements to support operations and advises the Commander on personnel operations, management, policy, administration, awards, travel management, the Government Travel Charge Card (GTCC) Program, and administrative support to Marines stationed at MacDill AFB and augments in the USCENTCOM AOR. Responsibilities Provide FOIA services to MARCENT Prepare documents for release or denial under FOIA Complete redactions under FOIA and the Privacy Act; coordinate with internal staff, outside agencies, law enforcement, and the public Support the FOIA Requester Service Center for MARCENT and subordinate commands Process at least 50 FOIA requests annually Ensure full compliance with DON FOIA policy and guidance Collect and compile command and feeder reports and submit consolidated annual FOIA reports to the Navy FOIA Program Manager and Marine Corps FOIA Program Manager when FOIA online is not available Maintain and update listings of subordinate FOIA coordinators with contact details on public websites Conduct annual staff assistance visits, reviews, or self-evaluations to assist the OCIO in FOIA compliance Ensure MARCENT and subordinate commands participate fully in FOIA online Provide input to FOIA online to ensure complete tracking and data availability for mandated reports Enter all FOIA requests into FOIA online within two hours of receipt Complete all pertinent fields on FOIA online (fees, dispositions, exemptions, appellate authority) Add detailed comments to FOIA online for progress tracking Upload response letters to FOIA online Close all cases within 2 business days after processing Refer cases to other FOIA online services when appropriate Post responsive documents on FOIA online and other websites as appropriate Ensure all MARCENT directorates and subordinate commands link to FOIA webpages Ensure all Directorates appoint PACs in writing Identify at least one records manager per Directorate section Complete System of Records Notice (SORN) training annually Ensure information collected is necessary, accurate, timely, relevant, and complete Maintain liaison with officials responsible for PII Review internal directives, practices, procedures and forms for conformity with the Privacy Act Supervise establishment, amendment, alteration or deletion of a SORN Supervise distribution of PII for first-party requests Obtain reasonable verification of identity for requests Screen materials for compliance Strictly enforce telecommunications protocol Minimum Qualifications Summary Certification & Education Must possess a current US Passport with ability to travel and work overseas. Must meet COMSEC briefing and Local Element management certification requirements per OPNAVINST 2201.4, DoD Instruction 8523.01 and AFMAN 17-1301. Must possess a SECRET Security Clearance Experience Required Strong writing, analytical, and reading skills with effective communication abilities Minimum of two years that include experience with PII, FOIA services, and telecommunications protocol for the DoD Five years of military experience Security Clearance Must possess a SECRET Security Clearance Work Location MARCENT, MacDill AFB, Tampa, Florida Travel Contractor personnel must support travel for government requirements to MARCENT AOR and supporting locations, with potential travel to multiple countries.
