Analytics Manager, Global Affairs

OpenAI's Global Affairs team works to ensure that artificial intelligence benefits people, communities, and countries around the world. We engage with policymakers, institutions, and stakeholders to help shape the policies and partnerships that enable AI to expand economic opportunity, accelerate innovation, and deliver broad public benefits.

A critical part of this work is understanding how people are using AI and translating those insights into credible, evidence-based analysis that can inform public policy, strengthen public understanding, and demonstrate the real-world applications of AI.

About the Role

We are seeking an Analytics Manager to help Global Affairs develop and communicate data-driven insights into how people and businesses are using ChatGPT, with a particular focus on local and regional trends across the United States and other priority markets.

In this role, you will analyze privacy-protective, aggregated usage data to identify meaningful patterns in AI adoption and use. You'll explore how people are using AI to work, learn, create, build businesses, and solve everyday problems, translating complex datasets into accessible insights that support policy development, strategic communications, stakeholder engagement, and public education.

The ideal candidate combines strong analytical skills with an instinct for what makes data meaningful to policymakers, journalists, business leaders, and the public. You should be comfortable working with large datasets, identifying compelling patterns, evaluating the limitations of available evidence, and collaborating with policy and communications colleagues to turn findings into clear, credible narratives.

This is a hands-on role for someone who enjoys moving between quantitative analysis, strategic problem-solving, and storytelling. You'll have the opportunity to help build a new analytical capability within Global Affairs and shape how OpenAI understands and communicates the adoption and use of AI across different communities.

This role is based in San Francisco, Washington, DC, or an approved remote location. Work arrangements and relocation eligibility will depend on the approved location.

In this role, you will:

Develop Local and Regional Insights

Analyze approved, aggregated ChatGPT usage data to identify geographic patterns in AI adoption and use, including trends across states, metropolitan areas, and other markets where the data supports reliable analysis.

Develop insights into how people are using AI for education, workforce development, entrepreneurship, small business activities, professional productivity, and other areas of economic and social opportunity.

Identify regional differences in adoption, use cases, and engagement that can inform Global Affairs' policy priorities and stakeholder outreach.

Develop market-level profiles and recurring analyses that illustrate how AI is being used across different communities.

Identify emerging trends and noteworthy patterns that can support engagement with policymakers, civic leaders, institutions, and the media.

Evaluate the representativeness, limitations, and appropriate interpretation of available data to ensure findings are accurate and responsibly communicated.

Support Policy and Communications Strategies

Partner with Global Affairs policy, communications, and partnerships teams to translate analytical findings into compelling, evidence-based narratives.

Develop state- and market-specific insights to support policy initiatives, public affairs campaigns, legislative engagement, and regional communications.

Identify data-driven stories that illustrate how people and businesses are using AI, including applications related to economic opportunity, education, productivity, and everyday problem-solving.

Support the development of reports, fact sheets, presentations, data visualizations, talking points, and other materials for internal and external audiences.

Translate complex findings into clear, accessible explanations while accurately communicating uncertainty, methodological limitations, and the distinction between observed usage and broader societal outcomes.

Respond to time-sensitive analytical requests related to policy developments, communications opportunities, and stakeholder engagement.

Build Scalable Analytics Capabilities

Create dashboards, reporting tools, and repeatable analytical processes that enable Global Affairs teams to access relevant geographic and thematic insights.

Collaborate with internal data science, research, product, and engineering teams to identify useful datasets, improve analytical methods, and develop new approaches to understanding AI adoption and use.

Establish consistent metrics and methodologies for tracking trends over time and comparing geographic markets.

Develop analytical frameworks that connect usage patterns to broader research questions about economic opportunity, workforce transformation, education, and AI access.

Combine internal insights with relevant public datasets, where appropriate, to provide additional economic, demographic, or geographic context.

Ensure all analysis and reporting follow OpenAI's privacy, security, and data governance requirements, including appropriate aggregation, approved data access, and safeguards against identifying individual users.

You might thrive in this role if you:

• Have 4+ years of experience in data analytics, business intelligence, economic research, public policy analytics, or a related quantitative field.
• Are proficient in SQL and experienced working with large, complex datasets.
• Have experience using Python, R, or comparable analytical tools to conduct quantitative analysis.
• Have experience developing dashboards, reports, and data visualizations using tools such as Tableau, Looker, or similar platforms.
• Can independently structure analytical questions, identify relevant data, conduct rigorous analysis, and communicate findings clearly.
• Have a strong instinct for identifying what is interesting, surprising, or consequential in a dataset-and why it matters to a particular audience.
• Understand the importance of analytical rigor, including data quality, sampling limitations, representativeness, and the distinction between correlation and causation.
• Can translate technical findings into concise, accessible insights for nontechnical stakeholders, including communications professionals, policymakers, and organizational leaders.
• Enjoy collaborating across functions and translating analytical work into actionable recommendations.
• Are comfortable managing competing priorities and delivering high-quality work in a fast-moving environment.
• Bring intellectual curiosity about AI, public policy, economic opportunity, and how emerging technologies affect people and communities.

Nice to Have

• Have experience using data to support public policy research, government affairs, strategic communications, or public-sector decision-making.
• Have worked with geographically disaggregated data, including state-, county-, or metropolitan-level datasets.
• Have experience combining proprietary datasets with public data from sources such as the U.S. Census Bureau, Bureau of Labor Statistics, or Bureau of Economic Analysis.
• Have experience analyzing behavioral or product usage data and translating findings into research, reports, or public-facing insights.
• Have a background in economics, political science, statistics, data science, or a related quantitative discipline.
• Have experience developing analytical products or reporting capabilities from the ground up.
