This is a temporary/term appointment not to exceed four (4) years.

Duties

Help

You will serve as a/an Program Manager and be responsible for the planning, organization, execution, and coordination of assigned acquisition program(s), in accordance with approved charters and applicable policies and procedures. The incumbent: contributes to the accomplishment of the mission, goals, and objectives by strategic direction and effective implementation of the objectives of assigned acquisition program(s); supports the planning and development of acquisition efforts, business, and organizational administrative operations; and provides direction on a wide range of program issues essential to the efficient operation.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Developing, managing, and documenting short and long-range, acquisition planning activities that include multi-year work plans.
• Planning and initiating a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance.
• Serving as the principal advisor on all project/program activities.
• Monitoring the execution of the budget with many different sources and types of funding, such as direct multi-year appropriations and transfers of funds to and from other agencies.

Expected to work towards obtaining and maintaining Federal Acquisition Contracting Certification FAC-C Level III.

Qualifications

To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Specialized experience may include the following:

• Develops, manages, and documents short and long-range, acquisition planning activities that include multi-year work plans.
• Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the lifecycle of the programs/projects; establishes program objectives and units of measure for determining when objectives have been met.
• Provides analysis and development of appropriate cost-sharing mechanisms, full cost methodologies, and Earned Value Management System (EVMS) data; and develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems, such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
• Oversees the analysis of effectiveness; prepares periodic status reports marking cost, schedule, and performance; and provides input to periodic government program reviews and contract baseline reviews.

NOTE: Education cannot be substituted for experience at this grade level.
