Requirement US Courts – RMB Business and Financial Management Analyst Job Description Forge is seeking a Consultant / Budget and Financial Management (BFM) Analyst to support the Administrative Office of the US Courts (AOUSC) in the Resource Management Branch (RMB) or the Judiciary Space and Facilities Division (SFD) – to provide budget and financial management support, including the review and processing of Reimbursable Work Authorizations (RWAs), invoice processing and payment utilizing the General Services Administration (GSA) external Reimbursable Work Authorization Entry and Tracking Application (eRETA) and Vendor and Customer Self Service (VCSS) systems. Additional activities include obligation tracking, reconciliation, and budget formulation support via the Judiciary Integrated Financial Management System (JIFMS). This position is contingent on award of contract and grant of funding. Work Location: Washington, DC Key Responsibilities Key responsibilities of the candidate will be (but aren't limited to): Specific Tasks: Research RWA and GSA rent bills; obtain supporting documentation and confirmation of work completion and payment approval from appropriate RWA contacts; and verify funding availability in JIFMS. Contractors will use GSA's eRETA and VCSS systems and the judiciary's JIFMS financial system, as applicable. Reconcile and track RWA obligations and payments to support timely liquidation of obligations, including monitoring RWAs to ensure payment within five years of obligation using JIFMS, eRETA and VCSS. Facilitate monthly meetings with GSA to review invoice status, resolve outstanding issues, and minimize invoices remaining unpaid beyond 60–90 days. Reconcile vendor contracts and Inter Agency Agreements Manage and update the RWA and Unliquidated Obligations Log daily (approximately three hours per day), including the following activities: Coordinate monthly reviews with Facilities Support Specialists (FSS) to ensure RWA information is current and accurate. Retrieve bills in VCSS by BOAC number and create PDF copies. Upload bills to the designated SharePoint location. Verify that each RWA is recorded in the RWA and Unliquidated Obligations Log. Retrieve the applicable JIFMS/eRETA document number and annotate the bill. Confirm available funding for each bill using JIFMS. Obtain billing approval from the appropriate Facilities Program Manager (FPM) and FSS. Update the Open Obligations tab of the RWA and Unliquidated Obligations Log with the billing date, invoice number, and amount. Route billing package to the FSS and Resource Management Division (RMD) Budget Analyst for review and to the RMD Branch Chief for final review and signature. Update the log with the date the bill was submitted to accounting. Verify payment status in JIFMS at the beginning of each month. Research and resolve billing discrepancies and other recurring billing issues (approximately 10–20 hours per week), including erroneous amounts, invoices received after closeout, and differences between billing records and JIFMS. Perform detailed reconciliations to identify and resolve the causes of billing discrepancies. Qualifications The Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities. We are looking for candidates who are able to gain approval and acceptance as Key Personnel through client review of resume. Resumes must demonstrate that proposed personnel are qualified, fully trained, and possess the following experience and skills. Resumes must include the following: Two references. Minimum 3 years' experience supporting the federal government performing finance and/or budget activities. Experience with GSA RWA invoicing and processing, including the use of the eRETA, VCSS, and JIFMS systems. Advanced proficiency in complete Microsoft Office suite. Requirements Must attain grant of public trust security clearance Must work onsite in Washington, DC at the Thurgood Marshall Federal Judiciary Building (TMFJB) Minimum Qualifications US Citizen Minimum 3 years' experience supporting the federal government performing finance and/or budget activities. Experience with GSA RWA invoicing and processing, including the use of the eRETA, VCSS, and JIFMS systems. Advanced proficiency in complete Microsoft Office suite. Highly Desired Qualifications Experience working with the AOUSC or other Judiciary Agency in BFM activities. BA or other 4-year degree in related field.
