Deputy Attorneys General, with critical support from Special Investigators, victim service specialists, paraprofessionals, and administrative staff, investigate criminal offenses, protect civil rights, preserve public trust in government, provide counsel to state agencies, ensure public access to open government, and safeguard the interests of the people of Delaware. Summary Statement The Delaware Department of Justice, Civil Rights & Public Trust Division, is seeking a Chief Special Investigator to lead and oversee investigations involving civil rights violations, public corruption, official misconduct, election-related offenses, hate crimes, abuse of public office, and other matters affecting public confidence in government. Under the direct supervision of the Director of the Civil Rights & Public Trust Division, this position is responsible for supervising Special Investigators, directing investigative operations, ensuring the timely and effective progress of investigations, and independently managing complex investigative matters. The Chief Special Investigator serves as the Division’s principal investigative advisor and works collaboratively with Deputy Attorneys General, federal, state, and local law enforcement agencies, regulatory agencies, and governmental partners to advance the Division’s mission of protecting civil rights and maintaining integrity in public service. Essential Functions Under the direct supervision of the Director of the Civil Rights & Public Trust Division, the Chief Special Investigator will supervise Special Investigators conducting criminal and administrative investigations involving alleged civil rights violations, public corruption, official misconduct, election offenses, hate crimes, abuse of public office, and other matters assigned to the Division. The Chief Special Investigator will assign, supervise, and monitor the progress of investigations conducted by Division investigators, including timely review of investigative reports, investigator meetings, case strategy meetings with Deputy Attorneys General, and oversight of interviews, search warrants, subpoenas, arrests, evidence collection, and case closures. The Chief Special Investigator will independently manage a caseload involving complex and sensitive investigations while ensuring investigative activities are conducted in accordance with constitutional requirements, Delaware law, Department policies, and nationally recognized investigative best practices. The Chief Special Investigator will serve as the Division’s liaison with federal, state, and local law enforcement agencies, inspectors general, regulatory agencies, ethics commissions, and other governmental entities responsible for civil rights enforcement and public integrity investigations. The Chief Special Investigator will organize and conduct outreach, participate in professional training, assist in the development of investigative policies and procedures, mentor investigative staff, and remain current on investigative techniques, digital evidence, legal developments, and emerging trends involving civil rights and public corruption investigations. The Chief Special Investigator will perform other duties as assigned. Job Requirements Minimum five years law enforcement experience, or the functional equivalent, with a background in criminal investigations. Prior experience managing law enforcement officers and/or Department of Justice investigators conducting complex felony investigations, public corruption investigations, civil rights investigations, or other complex criminal or administrative matters. Demonstrated knowledge of criminal investigative techniques, constitutional law, rules of evidence, investigative case management, and courtroom procedures. Proficiency in Microsoft Office, Excel, PowerPoint, DELJIS, NCIC, LEISS, and other law enforcement information systems. Ability to communicate ideas clearly and effectively in both written and verbal formats. Ability to establish and maintain effective working relationships with prosecutors, law enforcement agencies, public officials, and community stakeholders. Possession of a valid driver’s license. Ability to qualify and carry a firearm. Current or recent Police Officer Standards and Training (POST) certification (formerly Council on Police Training (COPT)), or the ability to obtain certification as required by the Department. The ideal candidate will possess extensive experience working collaboratively with federal, state, and local law enforcement and governmental agencies, including leading multi-jurisdictional investigations and fostering strong interagency relationships. The ideal candidate will demonstrate sound judgment, unquestioned integrity, and experience managing sensitive investigations involving public officials, allegations of civil rights violations, or other matters affecting public confidence in government.
