Job Title: Roadway Worker In Charge (RWIC) Location: Philadelphia, PA Job Type: Full-Time FLSA Status: Hourly; Non-Exempt Reports To: District Manager Travel: Expected 50%–85% of the time Supervisory Responsibility: None Compensation: Negotiable, based on skills and experience Company Overview National Railroad Safety Services, Inc. (NRSS) is a certified DBE/WBE firm focused on providing safety services to the railroad industry across the continental United States, Canada, and Mexico. Job Summary Responsible for the coordination and enforcement of on‑track safety during flagging services for Class 1 Railroads, Regional Short Lines, Transit Systems, State DOTs, and associated contractors and consultants. Qualifications High School Diploma or Equivalent Minimum 2 years of experience with Class 1 Railroads, Regional Short Lines, Transit Systems, State DOT Rail Divisions, Railroad Suppliers, or Contractors; preferred experience within a Maintenance of Way (MOW) Department Proficient computer skills (email, phone, text, Android OS, tablet & smart phone, Citrix applications) Strong oral and written communication skills Strong technical knowledge in Railroad Engineering, Design, Construction, and Safety High level of accuracy, attention to detail, and organization Demonstrated ability to develop and maintain strong client relationships Ability to travel for extended periods of time, sometimes months at a time Ability to successfully complete Federal, Client, and/or Company Specific Training Key Success Factors Accountability: Accept full responsibility for self and contribution as a team member Adaptability & Flexibility: Handle a variety of issues and switch tasks as necessary Analytical Thinking: Analyze and synthesize information to support decision making Attention to Detail: Work conscientiously, consistently, and thoroughly Communication: Convey information and ideas clearly and succinctly through multiple media Customer Service Focus: Provide service excellence to internal and external clients Decision Making: Identify issues and take appropriate action based on facts and constraints Initiative: Identify needs and act before being asked Innovativeness: Devise new plans for quality excellence Knowledge: Master various rulebooks and regulations Organization: Maintain materials and records in order Planning: Prioritize workload to manage time effectively Stress Tolerance: Maintain performance under pressure or ambiguity Teamwork: Promote cooperation and commitment within the team Thoroughness: Ensure work is complete and accurate Job Duties Provide jobsite coordination Communicate clearly and concisely with dispatchers, train crews, railroad personnel, and contractors Deliver thorough job briefings at each site Enforce all railroad, state, and federal policies Identify rule violations and resolve them per applicable policies Enforce contractor training requirements Submit daily field reports detailing contractor and railroad activities Provide on‑track safety per 49 CFR 214 Federal Regulations for all relevant railroad types Operate in a field environment, traveling long distances as required Stand for long periods, walk on level/uneven ground, and lift up to 50 pounds Tolerate extreme heat or cold, dust, and noise Physical Demands Ability to hear, speak, read, and write clearly in English Must be able to drive long distances and travel by other modes as necessary Must be able to stand for long periods and walk on uneven ground Must have vision and depth perception for close and distance work Must tolerate extreme temperatures, dust, and noise Must be able to lift and/or move up to 50 pounds Benefits Medical, Dental, Vision, and Life Insurance Short‑Term and Long‑Term Disability Insurance Paid Vacation and Holidays 401(k) Retirement Plan National Railroad Safety Services, Inc.
