TITLE: Human Resource Specialist

REPORTS TO: Director of Human Resources SUMMARY OF PURPOSE
This position, under the direction of the Director of Human Resources is responsible for supporting and guiding the district's human resources and employee services programs. The position is responsible for the design, development, and evaluation of the district's human resource functions to include the maintenance of the employee database and proper maintenance of professional certificates. The position is also responsible for supporting the hiring process, the understanding and coordination of the employee benefits programs, and district communications. Responsibilities include providing employee data and support to payroll, and communication of human resource policies and procedures to staff members and the growth and development of department goals in accordance with the district's mission and strategic goals. This position is accountable for coordinating the employee orientation and communication of employee benefits and human resources website for accurate information. Critical areas include - employee benefits, manuals and procedures related to staff benefits, and various human resources information systems, employee surveys, and benefit records. Responsible for supporting compliancy regulations that are related to human resources. ESSENTIAL FUNCTIONS 1. Coordinates with the director on updates, corrections, and changes on program(s) to include human resource communication, human resources programs, employee handbook and employee training and professional development.
2. Communicates with employees to resolve complaints, difficulties and matters relating to human resources and/or payroll issues.
3. Prepares various human resources and employee reports to include assisting with the demographic reports and other required federal, local and/or state reports.
4. Conducts employee surveys and studies to maintain the latest program and technological approaches for the school district and keep all essential results on the district intranet for future reference.
5. Work with policies and procedures to enhance school district compliance and performance and always with the best interest of the school district and the employee as reflected by state and federal laws and regulations.
6. Work to support the regulatory compliance of the district's personnel procedures in accordance with EEOC, ADA, ADAA, FMLA, Title IX, FLSA, and other state and federal regulations and legislation.
7. Prepare periodic human resources reports for the Director as appropriate.
8. Directs and maintains activities and functions designed to promote and maintain a high level of employee morale and rapport with the support staff. Coordinates administrative assistant and support staff meetings on procedures and processes that impact expectations.
9. Support the director with position descriptions (job descriptions) and organizational structures.10. Provide support with the onboarding orientation for all new hires into the district and validate that all essential
documentation is received for their personnel file.
11. Support data entry on all personnel information into the district HRIS system for accuracy and accountability.
12. Coordinate review of clearances for the FBI check - Act 168 pre-screen expectation for new hires and pre- employment physical information.
13. Assists with employee selection (interview process) and recruitment: for example, performs initial screening of candidate applications, provide test assessments when required, reference checks are completed and make sure the recommendation of hire paperwork is accurate and completed.
14. Develop and maintain a system for personnel records for current and former employees. Coordinate and maintain an up-to-date application file of prospective candidates for all positions.
15. Maintains accurate personnel and attendance records and professional certifications in the personnel file
and HRIS system.
16. Ensure appropriate paperwork to payroll in a timely and accurate process so that all new hires are ready and prepared to receive their paycheck.
17. Responsible for the documentation of employee records.
18. Expected to support the HR email help desk ticket (email) tool. MINIMUM REQUIREMENTS
This position requires a bachelor's degree, SHRM certification a plus; a minimum of three to five years of public education in human resource experience a plus; experience with payroll processing a plus. Position is aligned with the support staff benefits.
