CDE Lightband, the municipal electric and broadband utility serving the City of Clarksville, provides electric, television, internet, and phone services to customers within the city limits. The utility delivers electric service to more than 86,000 metered homes and businesses and supplies broadband service to over 32,000 customers through its Fiber‑to‑the‑Premise network.

CDE Lightband is seeking a Safety Manager to lead and administer all components of the organization's comprehensive safety program. The ideal candidate will demonstrate strong leadership capabilities and effectively manage safety training and security operations across the utility. Preferred qualifications include experience in electric utility line work and familiarity with APPA, TOSHA, and other relevant safety and industry training standards. Incumbents develop, monitor, plan, and coordinate all initiatives that ensure a safe and secure environment for CDE Lightband employees, customers, and visitors. This role requires current knowledge and training in all applicable TVPPA, APPA, and OSHA laws and regulations.

Key responsibilities include coordinating, developing, and delivering required safety training; establishing and promoting safety policies and practices to maintain compliance; and ensuring the physical security of all CDE Lightband facilities, locations, employees, and customers while overseeing the security team. Additional duties include managing the Drug Free Workplace Initiative; collaborating with the Chief Human Resources Officer to conduct disciplinary actions or investigations; partnering with Human Resources to oversee Workers' Compensation compliance and processes; and ensuring all health and wellness safety requirements align with CDC Essential Worker guidelines and federal and state OSHA standards.

• Develop, establish, maintain, and ensure compliance with safety practices and procedures in compliance with all federal and state laws and regulations, as well as compliance with all electric, fiber, and broadband regulations, including APPA or TVPPA mandated safety requirements, to include all employees, customers, visitors, and any others onsite. Ensure all required governmental forms and documents are posted and reported by assigned deadlines.
• Ensure a safe and secure environment for all employees and customers, as well as securing all physical locations to include any office worksites, substations, hub sites, and vehicles.
• Perform safety evaluations and audits to ensure full compliance as required under OSHA/TOSHA and Insurance/Workers' Compensation Compliance; perform routine inspections on the job; Investigate incidents and accidents, review near-misses, and work towards prevention; Ensure Safety and Security of employees and customers, to include administration of Drug-Free Workplace Policy
• Ensure compliance with all OSHA/TOSHA regulations, as applicable, in addition to any health and wellness safety requirements or recommendations under Essential Worker Guidelines per the CDC and/or other health safety requirements.
• Manage staff to include: prioritizing and assigning work; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and recommending hiring, termination, and disciplinary recommendations.
• Manage and coordinate all safety training sessions, provide supplemental training, and ensure positions are in compliance.
• Oversee all Training programs to ensure progress to completion. To include, but not limited to: Apprentice Electric Line Worker, Apprentice Fiber Line Worker, Substation, and Meter.
• Partner with the Communications Manager to manage, maintain, and request to Staff the Safety Demonstration Trailer to provide education, engagement, and instruction in the community.
• Establish and ensure clear communication and protocols for utility-wide safety initiatives, to include presenting, teaching, and training.
• Manage & lead projects as requested with other teams regarding Safety, Security & any related training as needed.
• Perform other duties as assigned of a similar nature or to provide assistance as needed

Education:

High School Diploma Required, Associate's or Bachelor's Degree Preferred in Safety Management or related area

Experience:

At least 10 years' experience in Line Work Operations, or work within the Electric Utility with extensive experience within operations, engineering, or similar area of expertise.

Certifications & Licenses:

Journeyman Line Worker preferred, not required

TVPPA Certified Safety Coordinator preferred, not required

OSHA, TOSHA, other TVPPA or APPA Safety and/or Risk specialist training a plus, but not required.

Valid Driver's License, CPR/AED, or ability to obtain upon hire

Other Requirements:

Additional education and training in electric utility operation and safety engineering is highly desired.

Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job is also considered

• Knowledgeable of Occupational hazards and Safety Regulations associated with electrical transmission and distribution
• Knowledgeable of and skilled in applying APPA Safety Manual, PPE, and required training regulations, as well as standards regarding any equipment or procedures used by any department within CDE Lightband.
• Knowledgeable of and able to apply CDE Lightband operating practices and policies of electric, fiber, and broadband divisions
• Knowledgeable of applicable Federal, State, and local laws, rules, and regulations
• Knowledge of Electric utility operating methods

• Knowledgeable of Manpower, equipment, and material management and utilization principles

• Skilled in electrical line work, energized if necessary, when required

• Able to maintain familiarity with National Electric Safety Code; OSHA Final Rule for Electric Power Generation, Transmission and Distribution; Federal Motor Carrier Safety Regulations as prescribed by US Department of Transportation
