Job Description - Correctional Officer II (240000FZ) Correctional Officer II - (240000FZ) Position Grade: 12G Department: City Justice Center Job Type: Full-Time (Permanent) Examination Number: EX1084 Location: Downtown - St. Louis, MO Incumbents in this position are responsible for supervising correctional officers and performing correctional officer duties at the St. Louis City Justice Center (CJC). Essential Functions and Responsibilities Plans, organizes, assigns, and directs the work activities of subordinate staff to realize the unit’s work goals and to ensure the consistent application of unit’s and/or technical policies, procedures and guidelines. Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; and identify work‑related problems, problem characteristics, impact and formulate possible solutions. Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to recommend to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions. Trains subordinate staff in the work principles, policies and/or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards. Completes administrative reports and institution forms. Supervises shift activities and personnel in the Shift Supervisor’s absence. Conducts searches of detainees, visitors, cells and other areas to discover contraband, safety concerns and damage. Supervises and observes detainee activities and movements to enforce institution rules and regulations and maintain order. Conducts detainee counts and roll calls. Operates manual and electronic security equipment. Participates in on‑going training. Completes activity logs, incident reports and other institution forms. Escorts detainees outside the perimeter of the facility and on work details. May transport detainees. Intervenes in disputes and altercations between detainees. Intervenes in disputes between staff and detainees. Supervises sanitation, serving meals, laundry inventory, supplies and other housekeeping functions. Controls the distribution of institutional clothes, personal hygiene items, medications, caustic/flammable substances, tools and equipment to detainees. May serve as safety officer. Preferences Skill in using word processing and/or database software applications, REJIS Certification and CPR training OR one year of experience working in basic security, law enforcement, or in a jail and/or correctional facility. Knowledge, Skills, and Abilities Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships. Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates and detainees. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, restraint devices, nightstick, handgun, two‑way radio, computer terminal, locks/keys, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information such as regulations, activity logs, incident reports, medication records, repair forms, visitor’s log, performance evaluations, work schedules, personnel policies, procedures and general operating manuals. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division. Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs. Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as irate individuals, intimidation, violence, disease, or pathogenic substances. Physical Requirements: Requires the ability to lift objects up to fifty pounds such as supplies, and push and pull objects up to one hundred (100) pounds such as supply carts. May require the ability to sustain sufficient physical force to restrain or subdue detainees. Requires the ability to stoop, crouch, balance, climb, bend, twist and run in performing a variety of correctional duties. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of shapes, sounds and odors associated with job‑related objects, materials and tasks to recognize objects clearly to observe detainees and sounds and odors to detect irregularities in security and detect contraband. Qualifications Three years of experience as a Correctional Officer with a federal, state, or local facility; OR an Associate’s degree or completion of at least sixty college credit hours with coursework equivalent to an Associate’s degree in Criminal Justice, Law Enforcement or a closely related field; plus one year of experience as a Correctional Officer with a federal, state, or local facility; OR an equivalent combination of education, training or experience. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
