Engineer III – Stormwater Pasco County Public Works department is currently seeking to add an Engineer III to the team. This role involves highly complex and specialized engineering work involving drainage project management and design and regulatory permitting of drainage projects involving dry retention systems, wet detention ponds and other stormwater management facilities for County projects. Essential Job Functions Manages drainage projects involving contract supervision of outside contractors' drainage studies and flood abatement design work; provides project scope definition input and tracking of project milestones and deliverables, reviews project deliverables for consistency and conformity to contract documents, meets with consultants and citizens as necessary regarding assigned projects and watershed-specific outreach meetings, and coordinates with other County departments as needed for project implementation. Designs drainage improvement projects for the Public Works Department and Stormwater Management Division as needed regarding storm‑water retrofits, to abate flooding or correct drainage problems. Paving project drainage design/permitting is a primary area of focus. Secures regulatory approvals for assigned design projects, including Statewide Environmental Resource Permits (SWERPs) and/or exemptions from the Southwest Florida Water Management District, the US Army Corps of Engineers, or similar regulatory agencies, as needed. Coordinates easement procurement with Pasco County's Survey and Real Estate Divisions, including the acquisition of property needed for storm‑water management purposes. Conducts project cost estimation and bid document coordination as needed for assigned projects. Works with a design team that includes a Civil Engineering Technician and a CADD Technician. Arranges and attends pre‑application meetings with regulatory agency staff regarding exemption requests and SWERP applications, and investigates drainage and flooding complaints, as assigned. Develops specific‑purpose drainage models for peak discharge attenuation and storm‑water quality treatment using appropriate software to assure design compliance with regulatory permitting requirements. As assigned, conducts project management for outside drainage contractors' work, which may include managing, coordinating, and providing technical review and commenting on contractors' storm‑water calculations and drainage models. As assigned, conducts specialized engineering analysis of complex storm‑water management systems to support other County projects. As needed, provides expert testimony for the County Attorney's Office regarding legal cases involving drainage and/or survey projects. Helps with record or as‑built drawing reviews and Operation and Maintenance re‑certification document finalization, which includes signing/sealing those documents for Water Management District review as needed. Manages the County's Stormwater Utility Fee program. Knowledge, Skills and Abilities Must have basic project management acumen and understanding of project management protocols; requires construction field experience and knowledge of the principles and practices of civil engineering and modern engineering procedures and techniques as they apply to drainage. Candidates should possess a strong foundation in surface water hydrology, hydraulics and associated computer applications, including, but not limited to, hydrology and hydraulics software such as the Interconnected Channel and Pond Routing (ICPR). Must have functional experience with the USDA‑NRCS TR‑55 runoff computation method for flood hydrograph generation method and working knowledge of MODRET, PONDS or similar water quality treatment volume recovery analysis software. ArcMap and Geographic Information System and horizontal/vertical survey data, topographic maps (including drainage basin delineation) and maps capabilities are also desirable. Other important skills and abilities include communication and technical report writing, as well as use of Microsoft Office (Word, Excel, PowerPoint) products. Successful respondent must be able to perform data development, analysis, computer modeling of stormwater systems, stormwater management planning and other related studies in the water resources field. Must have the ability to present clear and concise reports orally and in writing, which may include writing Standard Operating Procedures to document specific Division processes. Familiarity with Florida Department of Transportation roadway design drainage infrastructure as documented in FDOT Drainage Manuals, including inlets, curb design and erosion and sediment control indices is preferred. Functional understanding of the County's Land Development Code, as relates to retention/detention designs. Must have people skills apropos of dealing with citizens and internal staff. Minimum Requirements Physical: Ability to sit, stoop, squat, walk, and stand frequently. Communication: Ability to communicate effectively using verbal, written, and visual communication. Education, Training and Experience Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related field. A minimum of five (5) years' experience in the field of surface water hydrology required. Three (3) years of engineering experience as a Professional Engineer required. Experience with Water Management District and Pasco County design criteria for dry retention ponds and wet detention systems. Experience with field investigation regarding assessment of drainage issues, flow paths and construction experience. Experience with drainage project management involving hydraulics and hydrology modeling. Hydraulics and computer modeling, drainage design and regulatory permitting involving the use of ICPR, MODRET, and PONDS preferred. Licenses, Certifications and Registrations Must possess a valid Florida driver's license. Must possess registration as a Professional Engineer in the State of Florida. Project Management Professional (PMP) Certification preferred.
