Program Business Operations Lead and CAM Branch Manager In support of the Portfolio Program Manager, the Program Business Operations Lead will perform program business operations functions for the design and development of advanced technology military missile systems and subsystems. The position plans, tracks, and executes complex tasking within technical, schedule, and budget constraints, and leads a team of Control Account Managers, providing daily direction, performance appraisals, and career development. The program spans electronics, guidance, navigation, power generation, structures, payload integration, and system integration, with periodic interactions with external customers and senior company leadership. Primary Responsibilities Personnel: Support the Portfolio Program Manager and Control Account Managers in establishing labor/staffing plans. Identify changes between current and projected staffing levels. Conduct performance appraisals, career planning and training for the CAM team. Communications: Ensure compliance with the Program Communication Plan. Provide clear, concise communications internally, with customers and subcontractors. Technical, Cost, Schedule, and Contract Baselines: Assist Cost/Finance and earned value management (EVM) in establishing and maintaining cost, schedule, and technical baselines and performance. Support Contracts in adhering to contractual requirements and deliverables. Assist the Portfolio Program Manager and Finance Manager with annual operating and long‑range planning. Help establish and maintain the annual business forecast. Risk Management: Participate on the Risk Board as needed. Efficiency and Effectiveness: Support PMs in decision making. Help establish the program infrastructure (work processes, procedures, tools). Ensure all products and services are delivered per contract. Apply approved work processes and roles, responsibilities & authorities (RRA). Program Execution and Delivery: Assist program execution in compliance with company policies and procedures. Program Reporting: Assimilate content and prepare drafts for PM review/approval: Division: weekly status, monthly business reviews. Program: internal and external program management reviews. Other as required. CAM Manager: Assist EVM and CAMs in establishing and maintaining CAM battle rhythm/activities. Provide direction to CAMs regarding responsibilities and requirements. Maintain regular office hours for consultations and discussion. CDRL: Support compliance and contracts to deliver required CDRLs per contract. Proposals: Provide proposal support to the Program Management Office. Basic Qualifications BA degree in Finance, Business, or Program Management, or equivalent; 8+ years of relevant experience; or Master’s degree with 6+ years of relevant experience. Proficiency in Microsoft Excel, Word, Project, Power BI, and PowerPoint. Experience supporting a multi‑year development or production program valuing more than $100M. Cost estimating and budget management experience. Organizational or IPT development experience. Experience leading a diverse team. Disciplined, metric‑driven business management. Effective communication across functional disciplines and strong briefing skills with senior government customers and C‑level leadership. Strong understanding of hardware development, manufacturing, procurement, production, and integration. Experience leading within an IPT structure focused on engineering design, manufacturing, and/or supply chain activities. Preferred Qualifications Flight programs (missile, space launch, or rocket launch systems). Project management qualification (PMP) or equivalent desirable. Experience in strategic and tactical planning. Proven leadership skills. Proven ability to foster communication, listen to team concerns, and reconcile internal issues. Strong analytical and organizational skills; excellent verbal and written communication.
