Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.


Job Summary:

In this role, you will assist Subcontract Administrators in completion of routine duties, closeout, data gathering, document preparation, presentations, and training sessions. You will prepare status reports, monitor areas of subcontract performance, and inquire on and investigate subcontract problems. Your work will contribute to efficient project execution and compliance with contractual obligations.

Major Responsibilities:

Subcontract Management

• Acts on own intiative on assigned subcontracts of increasing valueand complexity
• Gathers and compiles support data for the preparation of
  documents and the management of subcontracts
• Assists Subcontract Manager or more senior Subcontract
  Professionals in completion of the various tasks required by
  the Contract/Subcontract Management Guidebook,
  Standard Work Process Procedures, and automated
  subcontract management systems
• Monitors areas of subcontract performance, as assigned
• Conducts investigations and inquiries into specific
  subcontracts problems, as assigned
• Organizes materials for the preparation of meetings,
  presentations, and training sessions, and prepares periodic
  status reports
• Works with Digital Supply Chain and other Automation
  Tools

Subcontract Formation

• Duties and responsibilities involve the formation and award of small value, routine-type subcontracts
• Assists with negotiations in commitment of contracts, but
  directs negotiation in small value contracts
• Develops and issues subcontracts and services agreements as assigned
• Prepares bidders' lists and pre-qualifies bidders
• Forms bid request packages and issues bid request
  packages to approved bidders
• Coordinates bidders' questions and answers to those
  questions
• Receives bids and evaluates bids commercially
• Prepares Commercial Bid Summary and recommendations
• Recommends and secures approvals in accordance with
  established procedures
• Prepares subcontract documents for execution
• Prepares and maintains control and status reporting
  documents
• Communicates with Engineering, Construction and/or
  Operations to assist and/or guide them in the preparation
  of the Service Requisition and Scope of Work for the
  Contracts of services to achieve the understanding needed
  to process these requisitions
• Prepares and organizes assigned meetings, such as pre-bid,
  bid clarification and pre-award meetings, for the purpose of
  ensuring complete understanding and agreement between
  Bechtel, the customer and contractor on all contractual
  matters
• After reviewing plan and agenda with supervisor, conducts
  meeting and prepares and issues meeting notes delineating
  important statements, required actions and schedules
• Assists project team when instructed in solving and
  attending to problems on commitments involving low
  monetary expenditure or risk, engineered technical
  specifications or supplementary commercial conditions
• Works with Digital Supply Chain and other Automation
  Tools

Education and Experience Requirements:

Typically requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience

Required Knowledge and Skills:

• Knowledge of subcontract administration, service acquisition, procurement regulations, policies, and contracting practices within the engineering/construction industry.
• Demonstrated knowledge of contract law, commercial terms, pricing, negotiations, and cost/accounting principles used in subcontract administration.
• Ability to administer subcontract performance, changes, claims, backcharges, and other commercial matters while maintaining compliance with contractual requirements.
• Strong organizational, written and verbal communication skills, with the ability to coordinate effectively across Construction, Engineering, Procurement/Supply Chain, Legal, Risk Management, and Project Controls.
