Position Summary:

Scope & Purpose:

This position is responsible for performing semi-skilled duties controlling traffic and operating a weighing scale in accordance with applicable laws and regulations, monitoring and reporting Port Authority’s vessel Traffic movement, and providing excellent customer service in other assigned duties.

Essential Functions & Duties:

• Directs vehicle operators as they enter facility, aids vehicle operators in positioning vehicles on scales, and records gross and empty weights.
• Inspects vehicle cargos to ensure materials to be discharged do not violate applicable laws, rules, and/or regulations.
• Handle weigh transactions for trucks. Operate computerized truck scale for gross, net, tare weights for registering cargo weights for shipping documents.
• Distribute bill of lading and weigh receipts to proper customers.
• Records service fees on vouchers, adds new customer information in the system, verifies account information or processes credit card transaction for billing and completes receipts.
• Maintains various records and provides specific detailed monthly reports as required.
• Answer citizen and business phone calls on services.
• Monitors and reports vessel traffic, arrival and departure times, berth utilization and cargo loading and unloading and other related activities to ensure correct billing.
• Ensures fresh water service is provided to vessels as requested.
• Reads water and electricity meters to document usage for proper billing.
• Provides assistance, as directed, during emergency situations.
• Perform other duties as assigned.

Requirements

Essential Knowledge, Skills, & Abilities:

• Professional, friendly, courteous and outgoing attitude.
• Working knowledge of the functions, activities, requirements and objectives of scale house operations.
• Knowledge of the State, Federal, and Local regulations applicable to the scale house.
• Some knowledge of safety procedures and safety equipment.
• Skill in the use and operations of commercial weight scales.
• Ability to use general office equipment, including a computer and related software.
• Ability and willingness to work outside in a subtropical climate under adverse weather conditions and high noise levels.
• Ability to react quickly and calmly in emergencies, and maintain composure under stressful conditions.
• Ability to communicate effectively, orally and in writing.
• Knowledge of the laws, regulations and County ordinances governing port operations.
• Skill in the use of radio communications equipment.
• Ability to maintain work related records and prepare reports.
• Ability and willingness to work rotating shifts to include nights, weekends and holidays.
• Ability to safely operate a motor vehicle.
• Ability to interact effectively, confidently and professionally with PTB officials and employees, PTB tenants and the general public.
• Ability to follow oral and written instructions and work independently.
• Must possess honesty, integrity and sound professional judgment.

Minimum Training & Experience Requirements:

• A graduation from high school or possession of a GED certificate; and
• One or more years of experience involving toll or weigh station collecting, cashiering, or operations directly related to the duties of this position.
• One or more years of experience involving public contact
• Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies listed above.

Special Requirements:

• Incumbent must possess a current and valid Florida Motor Vehicle Operator’s License or capable of obtaining one within thirty days from the date of hire.
• Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC).

Work Environment:

• May require lifting (up to 50 lbs., bending, climbing, walking)
• Exposure to potentially hazardous chemical solutions
• Exposure to inclement weather
• On 24-hour emergency call
• Flexibility in work schedule as determined by responsibilities of this position.

Physical Demands

• While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel objects, tools or controls. The employee is frequently required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. Prolonged periods of standing, bending, sitting, kneeling; Frequent computer use.
• Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus.

Position Type/Expected Hours of Work

This is a full-time position. Employees work four to five days a week (40 + hrs.), which may include weekends, shift changes and overtime for non-routine vessel operations. The department head will designate the work schedule. Flexibility in work schedule as determined by responsibilities of this position.
