Assistant Treasurer/Collector

$27.01 - $35.32 per hour

Position Purpose:


Under the direction of the Treasurer/Collector, the Assistant Treasurer/Collector is responsible for assisting in the day-to-day operations of the Treasury/Tax Collector's Office, including tax and utility collections, cash management, payroll and accounts payable, vendor disbursements, and local revenue collections. The position may act as the department head during temporary absences of the Treasurer/Collector. The role requires a high degree of independent judgment, thorough knowledge of municipal financial operations, and the ability to analyze and resolve complex administrative and financial matters. The Assistant Treasurer/Collector works closely with Finance, Human Resources, and other City departments to ensure compliance with Massachusetts General Laws, federal regulations, and municipal policies.

Essential Duties and Responsibilities:
  • The essential functions or duties listed below are intended only as examples of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
  • Assist in the collection of all City receivables, including taxes, fees, fines, liens, and other departmental revenues.
  • Issue and process tax bills, demand notices, abatements, and refunds; reconcile abatement and tax records with Assessors and the Chief Financial Officer.
  • Maintain accounts payable, process vendor disbursements, and reconcile cash receipts and bank transactions, including fund and wire transfers.
  • Monitor cash flow, reconcile accounts, and prepare journal entries and adjustments as needed.
  • Report quarterly tax collection information to the U.S. Census Bureau.
  • Assist the department head with financial, administrative, and clerical functions requiring a high degree of decision-making and thorough knowledge of department operations.
  • Maintain office functions, including vendor disbursements, payroll invoices, and processing of federal, state, Medicare, and employee garnishments or levies.
  • Utilize intensive knowledge of the computer system to manage departmental operations, reconcile accounts, and investigate discrepancies.
  • Provide liaison services between the Treasury/Tax Office, other City departments, banks, attorneys, and the public to resolve issues and provide information.
  • Receive and process cash and other payments for municipal receipts, fees, and fines; prepare deposits and reconcile records.
  • Oversee computerized collections systems, reconcile reporting records, and ensure accuracy of all financial transactions.
  • Serve as Acting Treasurer/Collector as needed, overseeing treasury funds and departmental operations.
  • Maintain departmental records, coordinate audits, and ensure compliance with municipal and state regulations.
  • Utilize financial and municipal software systems extensively (e.g., Softright, Govern, Excel).
  • Investigate discrepancies in accounts or collections; research and resolve financial and administrative issues.
  • Effective communication and interpersonal skills; ability to manage multiple priorities, interpret and apply laws and policies, and maintain collaborative relationships across departments.
  • Perform other related duties as assigned.
Preferred Qualifications:
  • Bachelor's degree in Finance, Accounting, or a related field preferred
  • Minimum of 3-5 years of municipal finance, payroll, collections, or related experience, or an equivalent combination of education and experience
  • Supervisory experience preferred
  • Knowledge of Massachusetts General Laws, municipal bylaws, and Treasury/Tax Collector office procedures preferred
  • Eligible for fidelity bonding annually, and willing to obtain certification by the Massachusetts Collectors and Treasurers Association if not currently certified.
Required Skills and Qualities:
  • Thorough knowledge of municipal financial operations, office procedures, and department policies
  • Proficiency with municipal financial software (e.g., Microsoft Word, Microsoft Excel, and Office applications
  • Strong analytical, organizational, and problem-solving skills
  • Ability to establish and maintain effective relationships with coworkers, departments, state agencies, and the public
  • Ability to communicate clearly and professionally in oral and written form
  • Ability to handle confidential information and manage multiple tasks under pressure

  • Occasional lifting or moving of objects up to 20 lbs
  • Extended periods at a computer or workstation; ability to read, analyze, and interpret financial data and documents
  • Frequent interaction with the public requiring tact and discretion
