IT Interoperability Manager (HYBRID)

The IT Interoperability Manager provides senior technical leadership for Care Compass’s Rural Health Transformation Program (RHTP) data sharing and interoperability work, owning the development of the regional data sharing, interoperability, and information technology plan and directing its execution in subsequent years. Serving as Care Compass’s subject-matter expert on health data interoperability, this role assesses regional data-sharing and technology infrastructure across physical health, behavioral health, substance use, social care, public health, EMS, and care coordination partners; produces the Data Sharing, Interoperability, and Information Technology Plan that guides regional infrastructure build-out in subsequent years; and leads the design, configuration, onboarding, and operationalization of the interoperability connections, shared platforms, and dashboards it defines. Working with other members of the IT team and the broader RHTP team, and coordinating partner organizations and technology vendors, the IT Interoperability Manager reports to the IT Director and works closely with the Security Officer to ensure the data-sharing and network environments remain within Care Compass’s HITRUST boundaries.

• Provide senior technical leadership and serve as Care Compass’s subject-matter expert on health data interoperability, guiding IT staff, partner organizations, and technology vendors.
• Identifyandmaintainthe roster of critical stakeholders that require interoperability to support rural health integration, including physical health, behavioral health, substance use, public health, EMS, social care, and care coordination agencies.
• Inventory existing data systems, referral platforms, HIE connections (e.g.,HealtheConnections), case management tools, analytics capacity, and data-sharing agreements across the 10-county region.
• Workingwith analytics,identifygaps indataand develop methods and systems to close those gaps.
• Assess privacy, consent, data governance, and security considerations for inter-agency data sharing, including HIPAA and 42 CFR Part 2.
• Identifyand evaluate technology and interoperability options — shared care coordination platforms, referral management, dashboards, population health tools, and other infrastructure — and map them to priority use cases.
• Identifycosts, procurement needs, and sustainability considerations, and author the Data Sharing, Interoperability, and Information Technology Plan, defining priority solutions and the implementation sequence forsubsequentyears.
• Lead the Data Governance and Interoperability workgroup, driving decisions on data transport/format, element-level sensitivity tagging, and metric-to-feed mapping.
• Execute the implementation sequence defined in the Data Sharing, Interoperability, and Information Technology Plan, standing up priority technology solutions across the region.
• Configure, test, and onboard interoperability connections and data feeds — HIE connectivity (e.g.,HealtheConnections), ADT feeds, referral platforms, and care coordination tools — bringing partner systems into production.
• Operationalize shared care coordination platforms, referral management, dashboards, and population health tools for physical health, behavioral health, substance use, social care, public health, EMS, and care coordination partners.
• Establish andmaintainthe data-sharing agreements, consent, and governance controlsrequiredfor each connection, including HIPAA and 42 CFR Part 2 safeguards.
• Manage technology vendor relationships, contracts, and implementation timelines for interoperability solutions, and oversee associated budgets and procurement.
• Monitor data quality, feed completeness, and system performance; troubleshoot interoperability issues; and refine the roadmap as regional needs evolve.

STAFF SUPERVISED:

• Oversees ITInteroperability team members(2-5 employees).
• Coordinates cross-functional support with IT teams, contractors,participating RHTP organizations,and vendors.

Non-Essential Functions:

• Bachelor’s degree in Health Informatics, Information Technology, Public Health, Computer Science, or arelated fieldrequired;Master’sdegree preferred.
• Master’s degree with aminimum7 years(orBachelorswith 10+ years)of progressive experience in health data, interoperability, or IT/data systems, including experience leading interoperability, integration, or health IT initiatives.
• Demonstrated leadership of technical projects, cross-functional teams, and technology vendor relationships.
• Deep, hands-onexpertisewith health information exchange (HIE) and interoperability standards (HL7 v2, FHIR, C-CDA, X12, ADT), integration engines (e.g., Mirth/NextGen Connect), EMPI, APIs, and ETL processes.
• Expert knowledge of HIPAA, HITECH, 42 CFR Part 2, PHI/PII, consent management, and data governance across multiple organizations.
• Experience in a healthcare data setting; familiarity with healthcare quality measures and value-based care highly desirable.
• Experience negotiating and managing data-sharing agreements and data use agreements.
• Familiar with HITRUST/SSP and healthcare security frameworks.
• Strong leadership,strategic-planning, documentation, andstakeholder-managementskills.

LICENSE/CERTIFICATION:

• Minimum Required: N/A
• Preferred: CPHIMS, HL7 FHIR, or PMP certification.

WORK ENVIRONMENT:

Care Compass Network utilizes a hybrid work model where employees are able to work remotely from a home office or from the CCN office, a non-clinical professional office setting. There may be some travel required for partner and/or network meetings.
