Position Summary

The Buyer III (Senior Buyer) is responsible for the effective execution of procurement activities for major projects with minimal supervision. This role implements project procurement strategies and sourcing activities that support project objectives related to budget, schedule, quality, cost, and risk management.

The position works closely with Engineering, Project Management, Legal, Inspection, Expediting, Logistics, Supplier Qualification, and suppliers to execute procurement activities throughout the procurement lifecycle, from bid preparation and supplier negotiations through purchase order award and closeout.

In addition, the Buyer III provides procurement expertise, supplier relationship management, strategic sourcing support, and mentoring to less experienced procurement personnel while ensuring compliance with company standards and project requirements.

Key Responsibilities

Functional Responsibilities

• Develop and implement sourcing and commercial strategies for procurement of materials and equipment
• Prepare master bid lists and assess supplier, equipment, and material risks and criticality
• Prepare and launch open and closed Invitations to Bid (ITBs) using approved eProcurement tools
• Serve as the primary point of contact for suppliers during bid activities
• Prepare commercial bid tabulations, analyses, and procurement recommendations
• Negotiate commercial terms and conditions with suppliers within delegated authority limits
• Coordinate with Legal regarding contract terms and conditions
• Facilitate and lead pre-award meetings and supplier clarification meetings
• Prepare and issue purchase orders and purchase order amendments through ERP systems
• Manage supplier purchase order acknowledgements
• Develop and maintain strategic supplier relationships
• Utilize supplier expertise, market intelligence, and industry best practices to improve procurement outcomes
• Support supplier prequalification, expediting, inspection, logistics, and material management activities
• Maintain procurement documentation and purchasing files throughout the project lifecycle
• Support purchase order closeout activities and supplier performance assessments

Leadership / Management Responsibilities

• Facilitate and lead supplier conference calls and project coordination meetings
• Coordinate procurement activities with Engineering, Project Management, Legal, Inspection, Expediting, Supplier Qualification, and other stakeholders
• Lead resolution and mitigation planning for critical supplier and procurement issues
• Provide supervision, mentoring, and coaching to less experienced procurement personnel
• Support procurement strategy execution across project teams
• Promote collaboration and alignment among project stakeholders and suppliers
• Support continuous improvement within procurement processes and practices

Compliance / Operational Responsibilities

• Ensure procurement activities comply with project procurement plans and company procedures
• Maintain the highest standards of ethics, integrity, and professional conduct
• Support fraud prevention through adherence to procurement governance requirements
• Conduct quality reviews of purchase orders, commercial bid tabulations, and related procurement documentation
• Ensure procurement records and project files are maintained in a consistent and compliant manner
• Maintain compliance with delegation of authority requirements
• Ensure procurement deliverables are completed accurately and on schedule
• Utilize procurement systems, ERP tools, and company processes effectively

Qualifications

Required Qualifications

• Bachelor's degree, technical diploma, or related degree
• Minimum 5 years of procurement experience as a Buyer within an EPC environment
• Strong functional knowledge of eProcurement systems
• Strong functional knowledge of ERP systems
• Advanced Microsoft Excel skills and analytical capabilities
• Strong organizational and prioritization skills
• Strong interpersonal and relationship-building skills
• Strong conflict resolution, facilitation, and consensus-building skills
• Intermediate to advanced negotiation skills
• Ability to independently lead purchase order negotiations
