Job Summary: We are seeking an experienced and mission-driven HR Director to lead all human resources functions for Immigration Institute of the Bay Area. This role is critical to building and sustaining a healthy, high-performing, and equitable workplace that supports our staff in delivering direct services to the immigrant communities we serve. The HR Director will serve as a strategic partner to the Executive Director and leadership team while also managing the day-to-day operational needs of the HR department. The Human Resources Director directly supervises the Human Resources Manager and Volunteer Manager and provides leadership in the areas of payroll, employee relations, compensation, benefits, compliance, organizational policies, talent management, and volunteer services. Key Responsibilities: Strategic HR Leadership Serve as a trusted advisor to the Executive Director and a member of the Senior Management Team, providing strategic guidance on organizational culture, workforce planning, staffing strategies, and human resources initiatives. Develop and implement HR policies and practices that reflect the organization's mission and values Partner with leadership to plan for organizational growth, restructuring, as needed, and succession planning across the organization ensuring opportunities for professional growth and development Supervise, mentor, and support the Human Resources Manager and Volunteer Manager, fostering professional growth and accountability. Participant in organizational strategic planning. Evaluate emerging HR needs and recommend organizational improvements. Supports IIBA's diversity, equity, and inclusion (DEI) goals and organizational initiatives Talent Acquisition & Management Oversee recruitment, hiring, and onboarding while ensuring equitable and consistent hiring practices. Develop strategies to continue to attract and retain talent in a competitive nonprofit labor market Design and oversee onboarding processes that set new hires up for success and allows for meaningful feedback Employee Relations & Culture Serve as a primary point of contact for employee relations issues, conducting investigations and resolving conflicts fairly and consistently Foster a culture of trust, inclusion, and collaboration across a diverse, mission-driven staff Develop and implement initiatives that strengthen employee engagement, retention, and organizational culture. Support managers in coaching, performance management, and team development Compliance & Risk Management Ensure compliance with California, federal and local employment law, including wage and hour rules, leave laws (CFRA, PFL, PDL), and workplace safety requirements Maintain up-to-date employee handbooks, policies, and required postings Manage compliance related to grant-funded positions and contracts where applicable Ensure compliance with required employment postings, recordkeeping, and State and federal reporting requirements. Compensation & Benefits Oversee payroll systems and ensure accurate, timely processing Administer employee benefits programs, including health insurance, retirement plans, and leave policies Lead salary benchmarking and compensation equity reviews and make recommendations that support competitive, equitable, and fiscally responsible compensation practices. Manage annual open enrollment and benefits communication Conduct comprehensive salary market evaluations approximately every two years and provide recommendations to executive leadership. HR Operations Ensure HR records and documentation comply with legal, regulatory, and organizational requirements. Track and report HR metrics (turnover, time-to-hire, engagement) on a quarterly bases Develop and maintain job descriptions and ensure organizational consistency in job classifications and compensation structures. Oversee employee performance evaluation process. Partner with the HR Manager to coordinate staff events throughout the year (e.g. Staff Retreat, Holiday Celebration, trainings). Evaluate and optimize HR systems and technology to improve operational efficiency, reporting, and the employee experience. Develop and manage the Human Resources departmental budget and monitor expenditures. Volunteer/Intern Program Leadership Provide leadership, and supervision to the Volunteer Manager to ensure the effective recruitment, onboarding, engagement, and retention of volunteers across the organization. Partner with the Volunteer Manager to develop volunteer policies, procedures, and best practices that support IIBA's mission and operational needs. Ensures the volunteer and intern programs comply with organizational policies and applicable federal and state requirements, and meeting grants requirements. Ensure volunteer and intern program metrics are being collected and reported as needed to meet funding requirements and to identify overall program effectiveness. Ensure the contributions and accomplishments of the volunteer and intern programs are communicated and recognized throughout the organization. Qualifications: Required 7+ years of progressive HR experience, including at least 2 years in a leadership role Bachelor's degree from an accredited college or university in Human Resources, Business Administration, Organizational Development, or a related field, or an equivalent combination of education and relevant experience. Strong working knowledge of California employment law Experience managing HR for an organization with direct service or program staff Demonstrated ability to balance compliance rigor with a people-centered, mission-aligned approach Excellent judgment handling sensitive and confidential matters Commitment to IIBA’s mission and values. Preferred Prior HR experience in a nonprofit or social services setting SHRM-CP/SCP or PHR/SPHR certification Experience supporting HR needs tied to grant-funded or government-contracted programs Salary/Benefits: In the spirit of pay transparency, the salary range for the Human Resources Director role is $120,000 to $150,000. If you are hired at IIBA, your final salary compensation will be determined based on factors such as skills, education, and/or experience. In addition to those factors, we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer.
