Payroll Administrator

The City of Bend is accepting applications for one (1) regular, full-time Payroll Administrator in the Payroll Division of the Finance Department. This is a salaried, exempt (overtime ineligible) non-represented position. As a key member of the City's payroll team, you will deliver accurate, timely, and compliant payroll services for the entire organization. You will work closely with the Payroll Supervisor and HR Information Systems team to serve as the subject matter expert for assigned payroll services and processes. Responsibilities Oversee daily payroll operations and serve as the subject matter expert for assigned payroll functions. Provide training, guidance, and support to payroll staff to ensure consistent, accurate service delivery. Plan and manage payroll processes to meet service goals and drive continuous improvement. Ensure all payroll activities comply with laws, City policies, labor agreements, and regulatory requirements. Investigate and resolve payroll errors, service issues, and employee concerns through research and collaboration. Review payroll and timekeeping data to identify trends, discrepancies, and opportunities for improvement. Develop reports and dashboards that support leadership decision making. Proactively collaborate with departments and Finance leadership to develop and implement efficient, compliant payroll workflows and procedures. Evaluate and enhance payroll and timekeeping systems, including automation, integrations, and configuration updates. Coordinate payroll projects and manage vendor relationships while supporting day‑to‑day payroll operations. Act as lead for all payroll processes in the absence of the Payroll Supervisor. Qualifications Associate's Degree and at least 2 years of experience providing payroll processing and support; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Desired Attributes (Optional) Professional Payroll certification. Experience implementing union contracts.
