Director of Finance

Leads the District's budget, treasury, and debt management functions to ensure fiscal integrity, regulatory compliance, and effective stewardship of financial resources. Partners with the Chief Financial Officer to advance strategic initiatives, strengthen financial systems and internal controls, and drive operational excellence through process and technology improvements.

Education: Bachelor's in accounting or business-related field required. Master's or CPA preferred. TASBO Certification preferred.

Special Knowledge and Skills: Extensive knowledge of governmental accounting, public school finance, and TEA Financial Accountability Systems Resource Guide (FASRG). Proficiency with MUNIS, Microsoft Excel, and financial technology systems. Strong analytical, communication, and presentation skills. Ability to interpret financial data, policies, and regulations to support strategic decision-making. Demonstrated ability to manage multiple priorities, lead projects, and meet deadlines.

Experience: Three-five years' successful administrative experience in public school accounting, auditing, or other governmental accounting.

Major Responsibilities and Duties:

1. Direct the District's budget and capital planning functions, including budget development, monitoring, amendments, and long-range financial planning. Ensure personnel and payroll expenditures align with approved budgets and staffing plans and provide financial forecasting and analysis to support strategic decision-making and long-term fiscal sustainability.

2. Collaborate with Human Resources and Payroll to oversee personnel budgets, staffing allocations, compensation, benefits, payroll expenditures, and PEIMS coding, ensuring accuracy, compliance, and alignment with approved staffing plans and budgetary requirements.

3. Prepare and present financial reports, budget updates, tax rate adoptions, debt management information, and other financial matters to the Board of Trustees, Cabinet, and District leadership. Provide clear analysis and recommendations to support informed decision-making.

4. Direct the District's treasury functions, including cash management, banking relationships, liquidity management, and cash handling activities, to ensure the effective stewardship and safeguarding of District financial resources.

5. Coordinate the submission of financial documents for bond sales and or/refundings, ensure compliance with reporting requirements, and issue debt service payments.

6. Manage the treasury function of the district, including the preparation of investment reports, compliance with board policy requirements and serving as an investment officer.

7. Administer District activity fund operations and provide guidance to campuses regarding PTO/PTA and Booster Club financial practices.

8. Direct disaster recovery planning and budgeting, including the coordination of financial documentation and reimbursement claims with FEMA, TDEM, insurance providers, and other funding agencies to maximize recovery of eligible District costs.

9. Assist the Chief Financial Officer in improving business processes, financial systems, technology solutions, and internal controls to enhance operational efficiency, compliance, and system integrity.

10. Stay current on accounting standards, school finance, and applicable state and federal laws through ongoing professional development.

11. Ensure compliance with district policies and procedures and act as a resource in understanding and using the financial operations of the district. Provide training in the areas of school finance.

12. Provide leadership and oversight of financial reporting to ensure accurate, timely, and compliant reporting in accordance with TEA requirements and applicable federal, state, and local regulations.

13. Assist with internal and external audits while developing, maintaining, and updating school finance guidelines, procedures, manuals, and related documentation.

14. Coordinate financial award and recognition submissions while ensuring accurate, timely, and compliant financial transparency reporting and public disclosures.

15. Maintain confidentiality of information and perform other duties as assigned.
