Portfolio Manager The City of Alexandria is located in Northern Virginia and is bordered by the District of Columbia, Arlington and Fairfax counties. Overview The Portfolio Manager oversees a portfolio of city facilities, managing operations, maintenance, compliance, emergency response support, event support, and capital improvement initiatives. The role balances day‑to‑day operational demands with long‑term planning and project execution, supervising facilities staff and coordinating resources, vendors, and stakeholders to ensure facilities are safe, functional, compliant and operationally reliable. Responsibilities Facilities Operations & Compliance Manage and oversee facility operations and maintenance across assigned buildings Ensure compliance with codes, inspections, and regulatory requirements Coordinate preventive and corrective maintenance programs Track and support resolution of operational issues, system failures, and service requests Maintain documentation related to inspections, compliance, and asset condition Budget & Financial Management Develop and monitor operating and project‑related budgets Track expenditures and identify cost impacts related to maintenance, repairs, and capital needs Support financial planning across both operational and project scopes Vendor & Contract Oversight Manage service contracts and vendors supporting maintenance and construction activities Review scopes of work, proposals, and invoices for accuracy and completeness Ensure vendor performance aligns with City standards and contractual requirements Project Management & Implementation Support and manage facility‑related projects, including renovations and system upgrades Apply project management principles to scope, schedule, and budget tracking Coordinate with architects, engineers, contractors, and internal stakeholders Ensure project outcomes align with operational needs, maintainability, and compliance requirements Field Coordination & Oversight Conduct site visits to monitor facility conditions, maintenance work, and project progress Coordinate work of contractors, consultants, and trades personnel Ensure work is completed safely, effectively, and in accordance with established standards Supervision & Team Leadership Provide day‑to‑day supervision, direction, and support to assigned staff or contracted resources Monitor performance, workload, and service delivery to ensure alignment with operational standards Support training, development, and accountability of staff and service providers Coordination & Customer Service Serve as liaison between departments, facility users, and service providers Communicate priorities, timelines, and impacts related to operations and projects Support customer service and issue resolution across assigned facilities Emergency Response, Weather Events & Support Services Support facility‑related response efforts during snow events, emergencies, and natural disasters Participate in emergency response readiness activities and may be assigned to an on‑call roster Coordinate with internal teams to ensure facilities are operationally prepared during incidents Assist in addressing facility impacts during and after events, including system disruptions, access issues, and recovery activities Support after‑hours operations, including City events and City Council meetings Qualifications Four‑Year College Degree from a professional architectural or engineering program or related field; extensive experience of project management and supervisory experience managing teams, providing technical expertise and leadership for design and construction projects for either government or private industry; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Minimum of five years managing and building teams while providing technical expertise and leadership for design, construction and maintenance projects. Minimum of three years of experience performing budget and financial analysis to aid in the development and administration of the annual operating and capital improvement program budgets. Minimum of three years of experience managing varied building types, site analysis, and environmental issues. At least fifteen years of project management experience. Experience maintaining and building customer relations and satisfaction. Knowledge of building systems, construction practices, and facility operations. Ability to apply project management principles in both operational and project environments. Experience with regulatory compliance, inspections, and building system requirements. Experience managing budgets, cost tracking, and financial performance. Demonstrated ability in vendor management and contract oversight. Experience coordinating and supervising facilities and trades staff, contractors, and service providers. Ability to manage multiple priorities across operations and projects. Familiarity with CMMS systems and work order management. Strong communication skills with both technical and non‑technical stakeholders. Experience supporting after‑hours operations, emergency response, or time‑sensitive facility needs. Preferred: Experience in facilities management or building operations. Preferred: Experience managing multiple facilities or portfolios. Preferred: Familiarity with CMMS systems (Cityworks or similar). Preferred: Knowledge of public procurement processes. Certifications Certified Facility Manager (CFM) Facility Management Professional (FMP) Relevant trade or technical certifications.
