ATTENTION ALASKA RESIDENTS! The Department of Transportation and Public Facilities (DOT&PF), Central Region Construction & CIP Support, is looking for an Engineer/Architect 3 (Central Region Senior Construction Project Manager) to help us Keep Alaska Moving!
What you will be doing:
This Engineer/Architect 3 "Construction Project Manager" position directly manages approximately 10 to 15 concurrent public works construction projects from pre-bid through final records review. Projects are administered through individual on-site Project Engineers, consultants and their subordinate staff. These projects range in size from half-million dollars to over 50 million dollars, and are varied by scope and complexity, have many technical and nontechnical activities to be coordinated, a limited budget to be maintained and require a certain amount of public involvement. We are seeking applicants with the following previous experience and demonstrated strengths:
The DOT&PF mission is to "Keep Alaska Moving" and your role in this position is directly tied to the most critical aspects of the mission. Alaska's highways and airports are important resources that meet basic transportation needs and are critical to health and safety. They play a vital role in supporting our economy by serving communities throughout the state as well as the oil, gas, timber, commercial fishing, tourist, and other industries. You will collaborate with multiple functional groups within the department, coordinate with staff from multiple areas of expertise, and assist with public and agency meetings to successfully construct capital improvement projects in Central Region, thereby delivering the department's mission. This department is mission-focused with an organizational atmosphere that promotes excellence, integrity, teamwork, and public service.

Minimum Qualifications
Registration as a Professional Engineer (PE) or Architect, and three years of professional engineering or architectural experience (Engineer/Architect series), or the equivalent. Special Note:
Note: Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

We are seeking applicants with the following previous experience and demonstrated strengths:
- Experience with airport and highway construction projects;
- Knowledge of procurement laws and regulations (familiarity with State of Alaska laws and regulations is preferred);
- Recent experience resolving contract disputes, negotiating change orders, and settling claims;
- Experience with airport and highway contracts as well as experience selecting consultants and developing Professional Service Agreements;
- Knowledge of Alaska airport and highway standard construction specifications, Alaska Construction Manual, Local Codes, American Disabilities Act (ADA) laws and the environmental regulations that deal with National Pollution Discharge Elimination Systems (NPDES) permits, and the preparation and implementation of subsequent Storm Water Pollution Prevention Plans (SWPPP);
- Willing to travel to remote locations with limited services in small airplanes;
- Experience managing and directing department and consultant staff;
- Experience in applying "Partnering" principles and alternative contract dispute resolution and methodologies;
- Knowledge of Arctic and sub-arctic engineering design and construction practices;
- Available to be on call as needed to provide guidance to construction project staff during evening and weekend hours; and
