Senior Associate Project Manager - Data Ecosystems and Platforms

Job Description We are seeking a Project Manager with approximately 3 to 5 years of experience supporting health, biomedical research, public health, federal research, or data-driven programs. This role will support day-to-day coordination of a large data ecosystem portfolio, help manage schedules and deliverables, coordinate scientific, technical, and government stakeholders, and contribute to the development of reusable data assets, metadata resources, governance workflows, platform documentation, and integration-ready data products from working-group activities through review, approval, and operational adoption. Project Background: The federal initiative is advancing a reusable data ecosystem that improves how biomedical and research data are defined, organized, governed, exchanged, and reused across programs, repositories, and stakeholder communities. The program applies recognized biomedical data standards, metadata practices, structured review methods, and governance processes to create durable data resources, documentation, and platform-ready artifacts for the broader research community. Key Responsibilities: Support the integrated delivery plan for a large data ecosystem by maintaining schedules, tracking milestones, documenting dependencies, and helping monitor progress across workstreams against approved timelines. Coordinate governance, leadership, technical, and stakeholder working-group meetings, including agenda preparation, participant scheduling, meeting notes, action-item tracking, and follow-up communications. Assist with preparation and refinement of data ecosystem artifacts, including data inventories, metadata specifications, data models, governance materials, standards mappings, reference documentation, and platform-support materials under the direction of senior program and technical leads. Support data quality, validation, and readiness activities by organizing review inputs, tracking open issues, documenting risks and dependencies, maintaining structured review logs, and coordinating with data, platform, repository, and technical teams. Help plan stakeholder review cycles, compile feedback, maintain response trackers, and support preparation of materials for governance, decision-making, and approval processes. Prepare weekly status inputs, dashboards, milestone updates, meeting summaries, and risk, issue, decision, and action logs for review by senior project leadership and client stakeholders. Maintain project resources across approved collaboration platforms, including stakeholder rosters, templates, correspondence, meeting records, data-product documentation, delivery trackers, and controlled versions of project artifacts. Support documentation of data lineage, provenance, version history, access considerations, integration requirements, and operational readiness so approved data products and platform artifacts can be maintained across repositories, catalogs, APIs, analytics tools, and stakeholder-facing channels. Assist with orientations, demonstrations, office hours, workshops, and outreach materials for business, scientific, data, technical, and end-user stakeholder communities. Serve as a dependable project coordination liaison among program leadership, product owners, data stewards, platform teams, solution architects, technical staff, business stakeholders, and client representatives, escalating complex scope, technical, governance, risk, or delivery decisions to senior leadership as appropriate. Key Deliverables: Updated milestone trackers, workstream schedules, action logs, issue logs, meeting follow-up trackers, and status-report inputs for the project. Draft and reviewed program and data ecosystem support materials, including data inventory updates, metadata or data-quality review records, platform documentation inputs, validation-support notes, and repository-readiness artifacts under guidance from senior technical and program leads. Meeting agendas, minutes, decision logs, stakeholder follow-up notes, and consolidated public-review feedback trackers. Draft operating procedures, reusable templates, step-by-step process documentation, and program handbook inputs. Assist with training materials, outreach content, dashboard inputs, and documentation packages supporting governance and repository readiness. Required Qualifications: 3-5 years of experience supporting project management, program coordination, public health, biomedical research, Federal consulting, or data-driven initiatives. Bachelor's degree required; master's degree in public health, health administration, data science, policy, research, or a related field preferred. Experience tracking milestones, deliverables, risks, action items, meeting outcomes, and reporting requirements across multi-stakeholder programs. Strong organizational and analytical skills, including the ability to clean, structure, interpret, and summarize program or portfolio data for leadership review. Ability to prepare clear meeting notes, project summaries, presentations, trackers, status updates, and stakeholder communications. Familiarity with data governance, metadata practices, data standards, data quality, research-data documentation, repository workflows, or comparable program documentation and review processes. Proficiency with common project, data, and collaboration tools such as Microsoft Excel, PowerPoint, Planner, Teams, SharePoint, Jira, Tableau, NIH portfolio or grants-management systems, or comparable platforms; experience with Power BI, Confluence, SQL, or related tools is helpful but not required. Ability to engage in discussions with program, data, technical, repository, and analytics stakeholders; comfort learning technical concepts related to data review, mapping, validation, access, reporting, and operational readiness is expected. Demonstrated professionalism, attention to detail, adaptability, and ability to work effectively with scientific, technical, operational, and government stakeholders. Preferred Qualifications: Experience supporting Federal biomedical research, public health, health data, or large multi-stakeholder program environments. Experience supporting scientific meetings, working groups, awardee engagements, principal investigator meetings, or cross-functional stakeholder forums. Working knowledge of research administration, portfolio analysis, grant lifecycle, repository, or comparable program-management systems and tools. Interest in applying AI-enabled review support, data visualization, prompt engineering, or analytics techniques to improve program coordination and data-quality workflows. Pay Range: $110,000-150,000 The range shown represents a grouping of relevant ranges currently in use at Publicis Sapient.
