POSITION SUMMARY

The Transportation Manager plans, directs, and oversees Thornton Township transportation operations, personnel, routes, vehicles, safety programs, and regulatory compliance. The position promotes reliable, efficient, accessible, and customer-focused service while ensuring responsible use of Township resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Plan, coordinate, and oversee daily transportation operations, routes, dispatching, service schedules, and staffing coverage. Supervise, schedule, train, coach, evaluate, and support drivers and assigned transportation staff. Adjust routes or assignments in response to absences, emergencies, weather, traffic, service changes, or passenger needs. Promote safe driving practices and enforce Township transportation, vehicle-use, attendance, conduct, and confidentiality policies. Maintain required driver records, licenses, medical certifications, motor vehicle reports, training records, inspection documentation, and compliance files. Coordinate applicable Department of Transportation drug and alcohol testing, physical examinations, and follow‑up requirements with Human Resources and authorized providers. Ensure vehicles receive required inspections, preventive maintenance, repairs, cleaning, registration, and safety checks. Monitor fleet condition, fuel use, mileage, repair history, vehicle availability, invoices, vendor performance, and departmental expenditures. Investigate accidents, injuries, complaints, service disruptions, and policy violations; ensure timely reporting and corrective action. Maintain operational statistics and prepare reports regarding ridership, routes, staffing, incidents, vehicle use, maintenance, and performance. Respond professionally to residents, passengers, employees, vendors, and Township leadership and resolve transportation concerns promptly. Support emergency operations, provide flexible or after‑hours coverage when needed, and perform other related duties as assigned.

MINIMUM QUALIFICATIONS

High school diploma or GED required; an Associate's or Bachelor's degree in transportation, public administration, business, logistics, operations management, or a related field is preferred. At least five years of progressively responsible transportation, fleet, logistics, or dispatch experience, including two years of supervisory or lead experience, is preferred. Municipal, public‑sector, paratransit, senior transportation, or community transportation experience is desirable. An equivalent combination of education and relevant experience may be considered.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of route planning, dispatching, fleet maintenance, workplace safety, customer service, records management, budgeting, and employee supervision. Ability to interpret policies and regulations, manage competing priorities, respond calmly during emergencies, communicate effectively, maintain confidentiality, analyze operational information, and use office, scheduling, and fleet‑management technology.

LICENSES AND CERTIFICATIONS

Valid Illinois driver's license and an acceptable driving record required. Commercial Driver's License (CDL), Passenger endorsement, and air‑brake qualification are preferred and may be required when operating covered vehicles. The employee must satisfy applicable Department of Transportation qualification, medical, testing, and training requirements when job duties require them. CPR/AED/First Aid certification may be required.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Ability to sit, stand, walk, bend, reach, enter and exit vehicles, inspect vehicles and work areas, and lift or carry up to 25 pounds, with or without reasonable accommodation. Work is performed in office, garage, vehicle, and outdoor settings and may involve traffic, weather exposure, moderate noise, vehicle fumes, moving equipment, irregular conditions, and emergency response.

ADDITIONAL REQUIREMENTS
