Transportation Specialist (Traffic Operations)

Job Summary This Transportation Specialist position is part of the Traffic Engineering Branch within the Traffic Signals & Engineering Division (TSED) of the Traffic Safety Administration at the District Department of Transportation (DDOT). The role supports a rapidly growing team of professionals dedicated to transforming the transportation landscape of the Nation’s Capital. The incumbent should be familiar with transportation modeling and design tools such as Synchro, VISSIM, and MicroStation. The incumbent should be able to review a wide range of traffic studies, including but not limited to traffic impact analyses, signal warrant studies, bus corridor studies, bicycle corridor studies, safety studies, travel demand modeling, and transportation management plans (TMP). The role also requires the ability to review temporary traffic control (TCP/MOT) plans for safety, mobility, and compliance. Duties and Responsibilities As a key member of the TSED team, the Transportation Specialist will contribute to advancing bus priority initiatives, developing protected bicycle facilities, implementing Vision Zero safety enhancements, and managing complex multimodal traffic signal operations. The incumbent will also support the multimodal Measures of Effectiveness (MOE) evaluations. The position requires strong analytical skills, sound engineering judgment, and the ability to collaborate effectively with internal and external partners. Incumbent performs transportation planning duties associated with investigation and analyzing street traffic conditions to determine the need for traffic control measures (including traffic engineering studies, warrant analysis, sign maintenance requests, traffic impact studies, traffic calming, parking signs, studies and regulations, residential permit parking, work zone safety, maintenance of traffic plan reviews, traffic control plans (TCP) approval inspection, and special event traffic control); reviews street improvement plans to determine the need for traffic control devices; prepares plans, specifications and estimates for installation of traffic signal systems and channelization; and prepares planning, design, and research studies to look at existing and proposed traffic control measures and methodologies. Incumbent assesses the operational effectiveness of the transportation system relative to capacity, design, level of service and safety; collects and analyzes data on traffic operations, pedestrian planning and design, transportation system management, safety enforcement and transit and traffic operational requirements; reviews, analyzes and provides technical comments on design plans submitted by private consultants and other DDOT Administrations for conformance with district standards; analyzes and recommends solutions to traffic problems as identified by the Advisory Neighborhood Commissions, (ANC) community groups, technical staff and elected officials. Qualifications and Education Undergraduate and Graduate Education: Major study — accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Three years of progressive experience as an engineer or a planner; 4‑year degree can be substituted with 2‑year post‑secondary education leading to an associate degree or a certification plus 10 years of additional experience in the transportation engineering industry preferred. Licenses and Certifications The incumbent must possess and maintain a valid driver’s permit to operate motor vehicles. Work Environment The work is performed in the normal office setting and in‑the‑field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc. Field work may bring the incumbent to construction sites and in contact with construction materials (soils, concrete, asphalt, steel, etc.). Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call‑in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached. Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Accordingly, the incumbent will be subject to pre‑employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
