Objective of Role: The Reentry Program Manager is a leadership role responsible for the strategic oversight, implementation, and continuous improvement of all reentry programming across GOSO’s facility-based and community-based services. This role ensures the delivery of high-quality, trauma-informed, and restorative programming for justice-involved youth and young adults (primarily ages 16–24) who are detained, incarcerated, or transitioning back into the community.

The Program Manager is responsible for building and sustaining a comprehensive reentry system that integrates credible messenger mentorship, restorative justice practices, clinical coordination, case management, and educational and workforce programming. This includes ensuring alignment between in-facility services (including Rikers Island programming), ATI (Alternative to Incarceration) initiatives, and community reintegration supports.

A central responsibility of this role is to ensure all programming is grounded in restorative justice principles, youth development best practices, and trauma-informed care. The Program Manager supervises Credible Messengers, Reentry Coordinators, program staff within the Reentry Department, and interns, ensuring strong performance management, accountability, and professional development across the team.

This role also serves as a key systems-level liaison between GOSO and external stakeholders including DOC, ACS, probation, parole, courts, attorneys, judges, and correctional facility staff, while maintaining up-to-date knowledge of NYC and NYS policies impacting detention, incarceration, ATI mandates, and reentry systems.

Responsibilities:

• Provide strategic and operational leadership for all reentry programming across facility-based and community-based settings.
• Oversee daily program operations ensuring consistent, high-quality, and trauma-informed service delivery.
• Develop, implement, and refine short- and long-term program goals aligned with organizational mission and funding requirements.
• Ensure ATI mandates, contractual obligations, and compliance requirements are fully met and documented.
• Oversee program quality, outcomes tracking, and service effectiveness across all reentry initiatives.
• Ensure accurate, timely, and consistent data entry across all program services, participant engagement, and outcomes.
• Conduct twice-weekly programming at Rikers Island, providing consistent engagement, mentorship, and reentry preparation for detained youth.
• Facilitate structured, restorative, and trauma-informed programming sessions within correctional facilities.
• Serve as a primary liaison with ACS, DOC, probation, parole, courts, attorneys, judges, and correctional facility staff.
• Participate in weekly DOC and facility-based coordination meetings to align programming, address barriers, and improve service delivery.
• Ensure seamless continuity of care from incarceration to community-based reentry services.
• Supervise Credible Messengers, Reentry Coordinators, program staff within the Reentry Department, and interns.
• Provide ongoing coaching, supervision, and performance management.
• Foster a high-performing, mission-driven team culture rooted in accountability, care, and professional growth.
• Conduct regular supervision sessions, case reviews, and performance evaluations.
• Support staff in implementing restorative justice and trauma-informed approaches in daily practice.
• Coordinate reintegration planning with the justice system and community-based partners.
• Attend court-related conferences, interagency meetings, and system-level planning sessions.
• Collaborate with managers across other GOSO departments to ensure continuity of care across clinical, housing, education, employment, and restorative justice services.

Work Schedule & Flexibility:

• This is a full-time, in-person role with significant community and facility-based engagement
• Eligibility for one designated work-from-home day per week is granted after 90 days of employment and is contingent upon satisfactory job performance, program needs, and supervisor approval.
• The work-from-home day is intended for administrative responsibilities, documentation, planning, and virtual meetings.

Qualifications:

• Bachelor’s degree required; Master’s degree in Criminal Justice, Social Work, Criminology, or related field preferred.
• Minimum 5–7 years of experience in reentry, juvenile justice, or criminal legal system programming.
• Prior supervisory and program management experience required.
• Direct experience working in jails, detention facilities, courts, or correctional systems is strongly required.
• Strong background in restorative justice practices preferred.
• Experience working with adolescents and emerging adults (ages 16–24) required.
• Strong understanding of NYC/NYS criminal legal and reentry systems.
• Bilingual (English/Spanish) preferred.
• Proficiency in Microsoft Office, Google Workspace, and database systems.
