The Idaho Soil and Water Conservation Commission (SWCC) has an exciting opportunity for a professional who wants to impact conservation in Idaho.

SWCC is filling a vacancy for a Loan Officer in our Boise, Idaho office. The Loan Officer guides applicants through the agency’s conservation loan process from initial inquiry and interview through loan completion. They coordinate with field staff, who provide conservation planning, document conservation benefits, secure District Rankings, and verify installation and project standards and specifications. They oversee program activities, analyze financial documents, credit and collateral verification, and prepare all loan conditions and closing documentation. This role ensures each project is technically sound, financially feasible, and fully compliant with Idaho statutes and Commission rules while supporting the agency’s conservation mission.

Example of Duties

Program Management

· Establish the strategic plan, interpret and implement policy and program evaluation for loan programs

· Set goals and objectives, establish work plans and procedures and assist with writing rules and regulations

· Assist with management of current financial conditions, develop and manage program budget and make recommendations for future services and resource requirements to the administrator

· Provide summary information and presentations of potential customer profiles, and program status to make recommendations to senior management and other state and federal agency personnel

Public Information/Education

· Manage the public relations for loan programs by facilitating formal and informal public meetings

· Establish and/or coordinate a public outreach program to increase awareness

· Facilitate workshops, seminars and other educational services and materials for the general public

· Make recommendations for loan approval and identify project priorities

· Evaluate financial and management capabilities and limitations of loan applicants

· Review applications to ensure conformance with loan program regulations, criteria and legal requirements

· Preparation and approval of loan documents and payment schedules

· Monitor loan payments, recommending corrective action and performing audits of recipients and program funds

· Provide assistance to potential loan applicants and loan recipients

Minimum Qualifications

· Good knowledge of:

Economic conditions and credit aspects to be considered in evaluating credit worthiness of loan applicants

Generally accepted accounting principles, auditing standards, and financial and management systems used in administering loan programs

· Some knowledge of:

State and federal financial services regulatory laws

· Experience:

Communicating effectively both orally and in writing

Preferred Qualifications

· Experience with agriculture financing or rural lending

· An understanding of agricultural best management practices, natural resource management, or soil and water conservation programs

· Experience with public loan programs
