Description Senior Contracts Manager / Contracts Director Federal Construction & Environmental Programs Advance Your Contracts Career with an Employee-Owned Industry Leader ECC is seeking a Senior Contracts Manager or Contracts Director to support and help lead the administration of complex federal construction, environmental remediation, and international development contracts. The level of the position will be determined based on the selected candidate's experience, leadership capabilities, and depth of federal contracting expertise. Working closely with project teams, executive leadership, government contracting officials, and subcontractors, you will play a critical role in ensuring contractual compliance, managing risk, supporting project execution, and strengthening contract administration practices throughout the organization. What You'll Do Administer and manage federal prime contracts and subcontracts throughout the entire contract lifecycle, from solicitation and award through performance and closeout. Serve as a primary point of contact with Government Contracting Officers and agency representatives regarding contractual matters. Advise project teams on contract requirements, change management, requests for equitable adjustment (REAs), and subcontract administration. Support and negotiate contract modifications, task orders, claims, and other contractual actions. Ensure compliance with FAR, DFARS, agency-specific regulations, and contractual requirements. Administer non-FAR related contract including OTAs and other non-traditional Government contracts. Provide guidance and training to project personnel regarding contract administration, change order management, subcontracting requirements, and compliance obligations. Support proposal development efforts, including contract review, subcontracting strategies, cost and pricing requirements, and Small Business Subcontracting Plans (SBSPs). Participate in procurement activities, source selection, cost and price analysis, negotiations, and subcontract administration. Support subcontractor performance management, compliance monitoring, and dispute resolution. Assist with CPARS evaluations and responses. Contribute to the development and improvement of contract policies, procedures, internal controls, and best practices. For candidates at the Contracts Director level, supervise contracts staff, provide leadership, mentorship, and development of Contracts personnel while helping shape the strategic direction of the Contracts function. Required Qualifications Bachelor's degree in Business, Contract Management, or a related field. Equivalent combinations of education and experience may be considered. Ten or more years of federal prime contract administration experience supporting government contracts. Extensive knowledge of FAR, DFARS, and federal contracting requirements. Demonstrated experience supporting complex contract administration activities, including contract compliance, subcontract management, modifications, claims, and closeout. Strong written, verbal, negotiation, and analytical skills. Ability to effectively collaborate with project teams, senior leadership, government representatives, and subcontractors. CPCM certification or ability to obtain. Ability and willingness to travel periodically as project and business needs require. Additional Qualifications for Contracts Director Level Experience leading, mentoring, and supervising contracts personnel. Demonstrated success developing processes, training programs, and compliance initiatives. Ability to influence business decisions and support strategic organizational objectives. Preferred Qualifications Master's degree in Business Administration, Contract Management, or a related discipline, or Juris Doctor degree Five or more years supporting federal construction, design-build, environmental remediation, infrastructure, or contingency operations projects. Experience working with Department of Defense or other federal agency contracts. Advanced experience negotiating complex contractual and subcontracting matters. Why Join ECC? For U.S.-based roles, ECC's target salary range is $130,000 to $180,000 annually. Actual compensation may vary based on education, training, certifications, experience, skills, level of responsibility, and location.
